1,
Based on the costs you emailed me the other day, I received a consensus from my Council to move forward
getting a bid to do this work. I am applying for the General Permit today.
In the permit, I am applying for pushing sand from the high water mark landward to rebuild damaged dune
vidth of each push I am applying for is 32'. The linear footage would be a total of 1000. 1 am attaching a site pla
,ing parameters of the project. The total is 2944'. As we discussed, some of the areas needing to be worked on ;
ontiguous.
Thanks so much. Let me know what else you need from me.

ked through our records and am attaching the proposal for the work we performed at Ocean Dunes. Th
cost for constructing a berm along 635' of beach was $9,750. We can reduce the unit cost significantly
idering that you are looking at 1,000' rather than 635'. I am thinking the project would cost somewhere
ieighborhood of $11,500 - $12,500. Let me know if this is out of line with the budget constraints and i
)ossibly cut down on the linear footage of shoreline requiring work. Thanks again and talk to you soon

ked into the issue that you and I talked about earlier this afternoon. Here is what I found out.
b Mairs met with the Town of Kure Beach on 3/21/14 to talk about a possible beach bulldozing permit that woL
eliminate problems relating to a scarp that formed after the recent no -name storm. Robb took the picture bel
ng the site visit.
)tification of each property owner by certified mail, in which case each adjacent property owner would have 1C
to submit comment. At this time Robb also provided the names of two local beach bulldozing contractors to th

result of this meeting, and because this project area is also within the boundaries of the Corps 50-year CSDR
!ct, Robb contacted the Corps to see whether the bulldozing could be done under the authority of the Corps pr(
or at the expense of the Corps. Robb was told by the Corps that there was no money allocated for this type of
ity, and that the proposed project appeared to fall outside the scope of what the Corps considered to be the
ral Project.
F 1PM on 4/2/14, the Town had not gotten back with Robb about if or how they wished to proceed with the prc
sponse to your inquiry, Robb contacted the Town and it does seem that they would like to proceed with the
?ct. Robb again went through the procedures required to obtain a GP 1800. Robb also contacted a contractor,
Fown had been in contact with, and Robb was told that the project could be done in as little as three (3) days.
i this in mind, and assuming that the Town began the GP permit process within the next couple of days, it is like
a permit could be issued anywhere from early next week (4/7) to early the week after next (4/14) depending o
quickly adjacent property owner notification requirements are satisfied. Assuming that the contractor can get
k quickly following the issuance of the permit, the Town should have adequate time to get the project complet(
ire the sea turtle nesting moratorium period begins on May 1. However, if initiation of the project is delayed fc
e reason, relief from the moratorium is potentially allowable under 1805(f), which reads as follows:
i order to minimize adverse impacts to nesting sea turtles, no work shall occur within the period of May 1 throui
ember 15 of any year, without the prior approval of the Division of Coastal Management, in coordination with t
th Carolina Wildlife Resources Commission, the United States Fish and Wildlife Service and the United States Arr
)s of Engineers, that the work can be accomplished without adversely impacting sea turtle nests or suitable nesi
itot.
issues that the Wildlife Resources Commission and US Fish and Wildlife Service generally examine or consider
(ing a recommendation to grant or not grant moratorium relief are as follows:
- Amount of extra time requested.
- How much progress the applicant has made towards project completion before the be
of the
moratorium condition.
- Environmental factors such as water temperature that effect the likelihood that turtles will be nesting
the beach during the periods during which moratorium relief is requested.
- Historical nesting data for the beach in question.
your information, the following is a comment that the USFWS provided on a very recent beach bulldozing perr
uest for the Town of Oak Island.
le Service strongly recommends that all beach grading activities be completed prior to April 30, including
nobilization of all equipment from the beach. No activities should be authorized after April 30. If the Town of C
ind requests authorization for any work to be conducted on the beach after April 30 (grading, scraping,
nobilization, etc.), then the activity is likely to require a Biological Opinion and Incidental Take Statement for po
)acts to nesting sea turtles."

Hey Terry! Hope all is well with you! Would you be so kind as to help me?
Town Council has authorized me to obtain a General CAMA permit to build up some
of the dunes that were damaged in the winter storm on March 6-7.
In order to do this, I need you as an adjoining property owner to sign this form saying
that you do not object. I have included a site plan of what is proposed. Please sign the form, and
return to me via email if at all possible. Thank You!
