PROJECT NARRATIVE
Flemington Water Line
Cape Fear Public Utility Authority (CFPUA) proposes to install a new 12-inch diameter
water line to be located in New Hanover County, North Carolina. The new pipeline will
originate on the north side of the intersection of US Highway 421 and Fleming Street on
the west side of the Cape Fear River. The line will cross under US 421 to continue along
the east side of the road via slip -line installation within an existing but abandoned, larger -
diameter water pipeline. The line will continue along the US 421 right-of-way until it
intersects with North/South Terminal Road at which point it will continue along the east
side of the North/South Terminal Road right-of-way. Once the water line crosses under
the CSX railroad line, it will continue along South Terminal Road via open trench and
turn east approximately 300 feet south to follow along the south side of an unnamed
asphalt road. The line will continue along the road and through an abandoned industrial
site via open trench for approximately 1,700 feet at which point the subaqueous crossing
of the Cape Fear River will be performed via horizontal directional drill (HDD)
technology. The drill exit point is located on the Sweeney Water Treatment Plant
property just south of the plant infrastructure.
The purpose of the water line is to provide potable water to the Flemington residential
community located on the west side of US Highway 421. A large groundwater
contamination plume has been present near this neighbor for an unknown number of
years. A public water supply well was installed near the community for the purpose of
supplying potable water prior to knowledge of the groundwater contamination plume.
Years of pumping from the well has resulted in the zone of influence approaching the
contamination plume, causing North Carolina Department of Environment and Natural
Resources (NCDENR) to notify property owners in this area, supply them with bottled
water and restrict access/use of the water from the water supply well.
The project corridor will be located mostly within road right-of-way but contains areas of
riverine swamp forest, brackish marsh, eolian sand deposits typical of the US 421
corridor, previously .developed property along the Cape Fear River and sandy bluff areas
along the east side of the Cape Fear River.
The project as proposed requires and has received written authorization from the US
Army Corps of Engineers (USACE) under Nationwide 12 (utility line activities), and
qualifies for authorization under Water Quality Certification (WQC) No. 3819, as well as
a General Permit from the North Carolina Division of Coastal Management (NCDCM)
for Subaqueous Utility Crossings.

will be installed following initial soil disturbance as the project progresses. Within the
wetland areas, timber mats will be employed for equipment to work and travel on. Mats
will be removed once pipe installation is complete. Open trench excavation and exposure
of the existing water line for slip -line installation will be performed using a backhoe.
Affected areas will be stabilized to restore the project area as closely as possible to pre -
disturbance contours and conditions.
Approximately 0.097 acres of temporary wetland impacts are proposed associated with
accessing the existing water line for slip -lining and open trench excavation.
