This letter is in response to your correspondence, which was received by the N.C.
Division of Coastal Management on September 8, 2017, regarding your concerns about
the proposed development by Sean Walker, at property located at 14-E, Mallard Bay
Drive, in Hampstead, NC. The project consists of constructing a retaining wall on the
subject property. Based on consistency with the Rule requirements outlined in 15A
NCAC 07H .1100, GENERAL PERMIT FOR CONSTRUCTION OF BULKHEADS AND
RIPRAP REVETMENTS FOR SHORELINE PROTECTION IN ESTUARINE AND
PUBLIC TRUST WATERS AND OCEAN HAZARD AREAS, a permit has been issued to
authorize the development. I have enclosed a copy of the permit, as well as the relevant
statutes.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Appeal. The Chairman of the Coastal Resources Commission will consider each
case and determine whether to grant your request to file for a Contested Case Hearing.
The hearing request must be filed with the Director, Division of Coastal Management, in
writing and must be received within twenty (20) days of the permit decision. I have
enclosed the applicable forms and instructions that must be filed prior to that deadline.

My name is Matthew Cregin and I received a certified letter regarding a bulkhead/ boat dock plans
adjacent to some land I own at the end of Mallard Creek (lot E15 & E16 ). This letter was unclear
regarding plans for construction of this bulkhead/dock.
Due to the 10 day time restraint of no response equates to no objection, I am formally notifying your
office that I have to object to the current plans submitted by Sean Walker 112 Circle Rd. Hampstead NC
28443 / Tideland Homes 259 Williams Rd Wilmington NC 28406 for construction of a bulkhead/dock
adjacent to my property on Mallard Creek/Canal.
The following reasons are why I have to object to submitted plans:
-No Notification letter received
-No copy of permit application received
-A attached photocopy of a plan that does not include scale/ or property dimensions
- Will this impede future use of my riparian rights/ or passage for boat use on adjacent property
especially because my land is at the end of narrow canal/Mallard Creek ?
-1 do not wish to waive the 15' setback requirement from my area of riparian access for pier or dock
construction
-How many siips are proposed/ width of slips?
-Is this for single homeowner use or some development?
