Hurricane Matthew significantly damaged several of the piers beyond repair. We have developed a plan for replacement of all of the piers. Construction will start with the most heavily damaged piers C, D and G, then proceed with A,B,E,F,H and J. I have attached an overhead depicting the location of the piers along with the approximate associated lengths. REGAN ry NORTH CAROLINA EnV&MMMtd Quoaey ACTIVATION OF CAMA EMERGENCY GENERAL PERMIT 15A NCAC 7112500 IN CAMA COUNTIES AFFECTED BY HURRICANE FLORENCE I, Michael S. Regan, Secretary of Environment Quality, hereby find that observations and reports of damage from Hurricane Florence, which affected the State from September 13-17, 2018, indicate that implementation of CAMA General Permit 15A NCAC 711.2500 is warranted. Upon recommendation of Braxton C. Davis, Director of the Division of Coastal Management, CAMA General Permit 15A NCAC 7H.2500 is hereby activated subject to the following conditions: 1. CAMA Emergency General Permit 15A NCAC 7H.2500 applies only to recovery activities from hurricane -related damage; 2. CAMA Emergency General Permit 15A NCAC 7H.2500 applies to sites within all twenty counties within CAMA's jurisdiction, including: Beaufort, Bertie, Brunswick, Camden, Carteret, Chowan, Craven, Currituck, Dare, Gates, Hertford, Hyde, New Hanover, Onslow, Pamlico, Pasquotank, Pender, Perquimans, Tyrrell, and Washington Counties; 3. CAMA Emergency General Permit 15A NCAC 7H .2500 authorizes the rebuilding of structures on the estuarine shoreline and in estuarine or public trust waters, maintenance dredging of existing boat basins, canals, navigation channels and ditches, and dune reconstruction. To be authorized under CAMA Emergency General Permit 15A NCAC 7H .2500, the development activity must comply with the terms and conditions set out in the General Permit. All other existing general permits and exemptions continue to be in effect; 4. Under Section .2502(f), all development authorized under this General Permit must be completed within twelve (12) months following the activation of the General Permit; 5. Under Section .2503, the two hundred -dollar ($200) permit fee is waived for authorizations issued under CAMA Emergency General Permit 15A NCAC 7H.2500. 6. All remaining provisions of CAMA Emergency General Permit 15A NCAC 7H.2500 as set out in Sections.2501, .2504, and .2505 shall be in effect for 365 calendar days from the date of activation indicated below and shall apply to all activities authorized under the General Permit. This the Z 0 day of September 2018 Memorandum As Hurricane Florence has caused a significant amount of damage in North Carolina, expecting a steady stream of phone calls and walk-ins to DCM Offices requesting perr reconstruction. To ensure the recovery process runs smoothly, all staff should be ready the public by answering questions related to rebuilding damaged property and more sp to rebuilding damaged property using the Emergency General Permit .2500. As the fir: contact with DCM, there are some key points for Administrative Staff to relay about tt Emergency Permit. These are: 1) The Emergency Permit is for existing docks, piers, bulkheads and similar water structures that meet state standards and were damaged by Hurricane Florence, a dune reconstruction and maintenance dredging of existing channels. The emerg( permit cannot be used for homes/sheds/buildings. 2) Replacement of piers/docks must be in the same footprint with no increase in sh 3) There is no permit fee for the Emergency Permit .2500. It has been waived. 4) The emergency permit will be available for up to 1 year from September 20', he work must be completed by September 20, 2019. 5) In most instances, notification of your neighbors is not required.
