We are loosing about 1 foot of wetlands each year. If action is not taken soon the wetlands will be gone on this section of the river, as it already is to the immediate East of the property. The erosion is caused by winds out of the North that blow across Blount's Bay (3 miles) and are funneled into the area near the mouth of Blounts Creek. The area to the East of my property has lost its wetlands over the last 30 years and now a 200ft bulkhead has been installed to stop the loss of high land on the property. It will be better for the environment if work is done on my property to protect the remaining wetlands in this area. I envision a permanently protected natural area where native plant and animal species can flourish. The riprap barrier (6ft x100ft-not to exceed 6 inches above the existing wetlands) will protect this area from the wave energy that undercuts the roots of shoreline vegetation. Division of Coastal Management Coastal Area Management Act (CAMA) permit. The living shoreline will be built by the landowner using volunteer labor according to the CAMA permit and the conditions set forth therein. The landowner, as the CAMA permit applicant, is ultimately responsible for permit compliance. "Final cost will reflect the actual expense of rip-rap purchased and timefiabor to install. As a result, the cost share may be higher or lower than the estimated cost above. The landowner may cover their portion of the cost with documentation of time and labor to install the rip rap sill. A written log of dates worked, people and hours spent on installation will be required for volunteer labor to count towards the landowner portion of the cost-share. The landowner will submit all supporting documentation including receipts for supplies, material and permit purchased. In addition, the landowner will supply the required labor log. A final project budget will be developed based on actual project expenses and provided to the landowner upon completion of the project. The federation will reimburse up to 50 percent of the total cost of the project, not to exceed$3980.00 outlined above. Long-Term Use and Maintenance: As a condition of receiving cost-share monies for the installation of the living shoreline, the landowner agrees to leave the living shoreline structure and existing/restored marsh plants in place in perpetuity to ensure that the stabilization, habitat and water quality objectives of the project are met. If title to this land is transferred to another party at any time, it shall be the landowner's responsibility to advise the new owner of this contract. Marsh toe sill shorelines are highly resilient, but they require routine monitoring and minimal maintenance to remain effective. The landowner agrees to provide routine monitoring and maintenance of the structure and marsh plants for at least 10 years after the living shoreline is constructed. Monitoring includes assessing the condition of the structure and marsh and taking photos of the living shoreline from the same location at least once per year and after major storms. Maintenance includes placing rip rap that may roll off after a storm or heavy tide event back on the structure in the unlikely event that they become dislodged from the structure. This may include the purchase of additional rip rap to return the structure to its full function. Please note that maintenance, even after the passage of strong storms, should only result in the replacement or restacking of—10 percent of the sill.The landowner should keep the project area clear of trash and other debris, avoid the use of herbicides within the project area and avoid clearing paths through the marsh that could transmit runoff directly into the adjacent water body and/or create erosion. The landowner may plant the shoreline with plugs of marsh grasses at any time to maintain or increase the function of the living shoreline. The landowner is responsible for any such monitoring and maintenance costs. Monitoring and maintenance activities are to be reported to the North Carolina Coastal Federation annually following construction. Additional guidance on monitoring and maintenance is available from the federation upon request. The gentle grade/slope along with the prevailing winds has produced a shore line zone that is generally 15 feet. Mr Spivey permitted the toe of the rip/rap to be in the middle of that zone. The toe therefore will be at times above the water level and at times under water as much as 18 inches. It all depends on the wind.At the base,the rip rap will be about 6 feet wide extending back from the toe to protect current wetland species . We do have a grant program that is getting under way and if you designed a living shoreline project that met our requirements it would potentially be eligible for funding(50%of the cost of the project,up to$5,000). We are still working out the details of this project but hope to announce it soon. Your local soil and water conservation district may also be administring a grant program called the CCAP program(Community Conservation Assistance Program,pronounced sea-cap).They also help to cost-share with private landowners on things like marsh sills.It would be worth reaching out to the local administrator to ask(252-946-4989 ext.3).
