My name is Ross Bell. 128 Roberts Rd. Grantsboro, NC 28529. In the attached proposal,you will see I received by
certified mail,an Adjacent Riparian Property Owner Notification from Bobby Cahoon Construction. I have objections to

this proposal. A little history, I received one of these back in 2002 or 2003, I can't remember, but I'm sure you have a
record of it.At that time, Ms. Lee wanted a pier. I objected to it then too because of its size.The State did not allow it.
From best I can recollect,they allowed an observation deck and no boats were to be moored to it, because of certain
type of vegetation(SAV).
My concern here is I want to be able to navigate my boat to my property which is upstream.This waterway is the
headwaters of a creek/gut. It is only 30 to 35 foot wide. The deepest water is in the center of gut, naturally.A pier or
boat house should not expand one fourth of the width of this waterway. On the attached drawing, the house is 16 foot
wide plus 2.5 feet of walkway to edge of marsh.That is 18.5 feet from the marsh's edge. The width of waterway should
be measured at its normal tide.This proposal will limit/cease navigation to my property by a powerboat.Also, as
previously noted,these are headwaters(Primary). I feel the SAV was a factor then and could be now.
I don't object to people improving their house/land. I object not being able to navigate down the center of this gut to my
property. I also feel we must protect submerged vegetation when we should and are required to.The NCDENR is an
entity of our government to ensure we comply with our environmental policies.. I feel this may warrant a site visit.

Good morning Kelly.
On May 8, 2020 I conducted a site visit at the above property.The owner would like to install a boatlift/slip at the side
of his existing pier.An earlier circulation of the proposal did not provide water depths, and due to the substrate,
potential for SAV, and AFSA designation of the water body, I had resource concerns.
Water depths near the center of the proposed boatlift were approximately-2' NWL. They did quickly shallow toward
shore, before the lift cleared and under the proposed finger pier to about-1.2' NWL.There was sparse coontail
(Ceratophyllum demersum) in the area.The sediment material could lead to elevated turbidity if disturbed,so if a slip is
permitted, it is highly recommended a lift be incorporated.
I think a boatlift in this area is feasible with the water depths.The pier is already used by a vessel, so impacts have
already occurred.The lift would keep any vessel from sitting on the substrate. I assume from the construction of the
existing pier the addition would be fixed and not floating. If it is to be a floating dock, stops should be installed to
prevent the bottom of the structure from sitting on the substrate. Coontail was observed,though it was more in the
approach to the proposed lift from the downstream side. There were some areas near the boating landing as well.
Therefore, NCWRC would not object to a boatlift as designed in the attached drawing. We do request the AFSA
moratorium of February 15—June 30 be observed due to the sediment composition of the creek,the narrowness of the
water body, the presence of SAV, and AFSA designation.

The Division of Coastal Management has reviewed email correspondence from you dated
March 9, 2020 objecting to the above referenced project. The boathouse and fmger pier are
consistent with North,Carolina Administrative Code 07H.1200 (See Attached). The project as
proposed is consistent with the appropriate rules and regulations of this Division. Therefore, on
June 4,2020, I, issued CAMA General Permit No. 76022-B in Pamlico County, authorizing the
aforementioned project, (see attached copy of permit).
If you wish to appeal this permit decision, you must file a request with Mr. Braxton C. Davis,
Director of the Division of Coastal Management, Department of Environmental Quality at 400
Commerce Avenue,Morehead City NC 28557, within 20 days of the permit decision.
