CAMA General Permit for the ASL01316 Cape Fear River Wetland Crossing
Brunswick and New Hanover Counties, North Carolina
AT&T Corporation (AT&T) is proposing to install an additional subterranean transmission line within an
existing, maintained right-of-way (ROW) located northeast of Winnabow, North Carolina. Apex TITAN,
Inc., on behalf of AT&T, is submitting this documentation and request for a Coastal Area Management Act
(CAMA) general permit for the proposed Project. Section 404 coordination and authorization is currently
in progress with Mr. John Policarpo of the United States Army Corps of Engineers (USACE), Wilmington
Regulatory Field Office.
The proposed Project (and existing easement) originates east of River Road SE/Highway 133, generally
runs due east, and terminates east of the Cape Fear River (approximately 11,145 feet in total length).
The proposed Project consists of an approximately 7,275-foot, 6-inch diameter transmission line installed
via open trenching from River Road SE/Highway 133 to approximately 400 feet west of the Cape Fear
River. The existing 20-foot ROW traverses wetlands (tidal and non -tidal emergent) and exhibited a water
depth of 0 to 4 feet during recent visual surveys. A swamp hoe pontoon will be utilized to create the 2-
foot wide trench in 6,300 linear feet of wetlands and the disturbed areas will be restored to pre -
construction conditions immediately following construction. A detailed description of the construction
methods proposed for this action has been provided by Lee Engineering & Construction Co. and has
been included.
Approximately 400 feet west of the western bank of the Cape Fear River, the transmission line will be
threaded through existing access points and conduit beneath the waterbody. The proposed Project will
terminate at the access point approximately 500 feet east from the eastern bank of the Cape Fear River.
No impact or disturbance to the Cape Fear River (and within 400 feet of the western bank and 500 feet of
the eastern bank) as a result of the proposed Project is anticipated. Additional construction workspace
outside of the existing 20-foot ROW will not be required. No additional footings, access points, sandbags,
etc. will be required. The proposed action above is anticipated to temporarily impact approximately 6,300
linear feet and 0.29-acre of wetlands (0.11-acre non -tidal and 0.03-acre tidal emergent)
Approximately 2,746 feet of the western portion and approximately 100 feet of eastern portion the
proposed Project immediately adjacent to the Cape Fear River intersects a primary nursery area. The
portion of the Cape Fear River crossed by the proposed Project is identified as an anadromous fish
spawning area, as designated by the North Carolina Division of Marine Fisheries. The western 2,346 feet
of the proposed Project within the primary nursery area will be installed within a trench. The remaining
400 feet of the primary nursery area on the west side of the river, the extent of the Cape Fear River and

REF: ASL01316 — Lee Engineering Questions ICW Cape Fear Change Order
Dear Ms. Zimmerman:
We will attempt to answer your questions about the method of placement for the referenced project as
follows:
It is our intent to install three (3) -1.5" SDR-9 HDPE pipes utilizing a flat barge to prevent any possible
contact with the existing working fiber cable in the area, as follows:
First: The HDPE will be bundled together to allow it to float during the installation process.
Second: We will install the fiber optic cable inside the HDPE pipe utilizing air fiber blowing
method.
Third: We will make available each end of the fiber optic cable at the existing manhole locations
for the cable splice cut -over (PCI). The splice will be made to a working fiber.
Fourth: We will place the previously installed HDPE and Fiber Optic Cable inside a six inch (6")
split steel pipe. The split steel will act as protection for the newly installed duct and fiber cable. During
this process it is our intent that the split steel will sink to the bottom along the existing cable route. This
placement method will eliminate the need for fill dirt, sand bags or specialty footings to secure the HDPE
to the bottom. While working off the flat barge we will utilize a special bucket on an excavator to
depress the split steel down into the silt. We expect to be able to maintain a minimum depth of three
(3) feet along the bottom of the swamp.
It is not our intent to excavate nor to disturb the existing bottom of the swamp and any trees/vegetation
