Northeast Brunswick Regional Wastewater System Force Main Improvements
Applicant: Brunswick County Public Utilities
Dear Ms. Wilson:
On behalf of Brunswick County Public Utilities, Land Management Group is submitting a CAMA
General Permit application for three public trust waters crossings for the Northeast Brunswick
Regional Wastewater System Force Main Improvements project. The applicant proposes to install a
total of 26,440 LF (14,890 LF of 16" force main and 11,550 LF of 18" force main) of sewer line in the
northeastern part of Brunswick County. The project has a western force main and an eastern force
main. The western force main will tie into an existing stub out at Lincoln School Rd and Mt. Misery
Rd and will parallel an existing force main from that point to the NE Brunswick Regional WWTP on
Royster Road. Similarly, the eastern force main will tie into a stub out just North of Sturgeon Creek
on South Navassa Road and will parallel an existing force main from that point to the plant. This
project is being constructed in parallel with the 2.5 MGD expansion of the Northeast Brunswick
WWTP and will serve the existing and future customers of the plant's service area (Town of Leland,
Town of Navassa, City of Northwest, and H2GO Sanitary District). The sewer line Neill be directionally
drilled under Cartwheel Branch (two locations) and Rowel Branch. The line will be installed within a
combination of the NCDOT Right -of -Way (Crossing #1), existing public utility easements (Crossing #3;
see attached documentation), and easements that are in the process of being obtained (Crossing #2).
This application requests CAMA General Permit 0.1600 to authorize the installation of the new sewer
line underneath this public trust waters via directional drilling. The entry and exit points for the
directional drill will be located outside of the public trust waters boundaries and the pipe will be
located a minimum of 10' below the bottom of the creeks.
LMG delineated wetlands within the project area and we have requested a site meeting with Gary
Beecher of the US Army Corps of Engineers to review the line. In addition to the public trust waters

will be submitting a NWP 12 application to the USACE and a 401 WQC application to the NC DWR
shortly for these impacts.
The adjacent riparian landowners to the crossings at the location of the public trust waters have been
notified and copies of the notification letters are included in this application. The "green card
receipts" from these certified mail notifications are enclosed and the green cards will be forwarded
to your office as soon as they are received. If you have any questions, or would like to discuss the
