This letter is in response to your Adjacent Riparian Property Owner Notification Form that you sent to the
Division of Coastal Management (DCM), received by the DCM on November 07, 2019, regarding your
objection to the proposed pier project by Nicholas Fulbrght. The proposed project is located on Horn Creek
at Lot 7, Hughes Road, in Fender County, North Carolina,
The Division has reviewed your objection to the proposed project, After reviewing the proposal along with
your objection, the Division has determined that the proposed development complies with the rules of the
Coastal Resources Commission in 15A NCAC 07H .1200, Therefore, the Division issued CAMA General
Permit #74979-D to Nicholas Fulbright on November 18, 2019 for the construction of a high ground pier
access and a 100' x 6' wide pier that tapers down to a 4' x 30' pier end, A copy of the permit is enclosed for
your review,
If you wish to contest the Division's decision to issue this permit, you may file a request for a Third -Party
Hearing. The request for a hearing will be considered by the Chairperson of the Coastal Resources
Commission. The hearing request must be filed with the Director, Division of Coastal Management, in writing
and must be received within twenty (20) days after the disputed permit decision is made. Please contact Roy

"WHEREAS, Patricia S. Howe was seized of the lands described herein at the time of her death,
and
WHEREAS, the Last Will and Testament of Patricia S. Howe was probated in Tilt" no. 17 E
1788 of the New Hanover County Clerk's office and a copy of same has been filed in file no. 19
E in the Pender County Clerk's office, and
WHEREAS, pursuant to Article III, Paragraph B of said Will, her three children, Kimberly
Howe, David S. Howe and Deborah Howe were devised the herein property in equal shares, with
Kimberly Howe's share being held in a Testamentary Trust.
TO HAVE AND TO HOLD the aforesaid lot or parcel of land and all privileges and
appurtenances thereto belonging to the Grantee in fee simple.
And the Grantor covenants with the Grantee, that Grantor is seized of the premises in fee
simple, has the right to convey the same in fee simple, that title is marketable and free and clear
of all encumbrances, aril that Grantor will warrant and defend the title against the lawful claims
of all persons whomsoever except for the exceptions hereinafter stated,
