Wilmington, NC 28405 Dear Ms. Wilson, We, the undersigned adjacent property owners wish to share our concerns regarding the construction of a pier and boat docks at 1514 Carolina Boulevard, Topsail Beach. The application is submitted by property owner principal Don Betts who apparently, at least for the purpose of this project, is doing business as Triple J Properties. The submitted blueprint for the project indicates the pier and docks will extend 79.5 feet into the navigable channel that extends north for 1000 feet from the end of the proposed project. There exists a sandbar that is exposed at low tide approximately 100 feet from the end of the proposed project. This sandbar has grown in width and length over the last 4 years and has given every indication it will continue to do so. As that occurs, the channel will become narrowed to the extent that the proposed docks and pier on one side and sandbar on the other will be navigational hazards. Changing Mother Nature's intent with the sandbar is doubtful. Changing the length of the proposed pier and dock project appears to be the more prudent action to ensure the channel remains viable for boaters living on Carolina Blvd Channel. Since this project is so close to New Topsail Inlet, the tidal flow rate is very rapid at times. On average the tidal flow is approximately six knots. I have seen times when the rate exceeds ten knots, pulling a four foot tall No Wake Zone buoy completely under water. A ten knot tide coupled with the wind (which seems to always be at least 10 knots) produces forces impossible to back against with a boat. Since the proposed pier and docks will extend 35 feet beyond the docks at 1512 and 1516 Carolina Boulevard, it renders one side of each of the adjacent docks unusable during tidal movement because we cannot reverse rapidly enough to clear the proposed pier and docks before the wind and tide cause the backing boat to slam into the proposed dock. This situation has occurred several time with the previous dock at 1514 Carolina Blvd. These conditions and circumstances constitute a substantial burden to adjacent and nearby property owners. We respectfully request that the Division of Coastal Management grants our request to shorten the length of the proposed project at 1514 Carolina Blvd to 69.5 feet off the existing bulkhead.
