This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

DMF would also request that maintenance dredging adheres to the Apr1-Sep 30 moratorium and dredging is restricted
to the area previously dredged. Our data indicates there may be submerged aquatic vegetation near the ramp, and
suspended sediment is detrimental to this habitat. Avoiding the active growing season minimizes impacts to SAV as well
as juvenile fish.

Good morning Robert. Thank you so much for the inquiry. It is good for us to discuss these types of projects that have
history and are in important resource areas.
Ideally WRC projects that have dredging components should have requested a maintenance clause for their major
permits. I assume we didn't do this for this facility. In 2013 1 assisted our Engineering Services division prior to
application submittal as well as coordinated with resource agencies during the application review. The result included a
dredging allowance that had to adhere to an April 1 - September 30 moratorium.
I'm not sure if you can enforce a moratorium on a GP. I understand #26-13 has likely expired, but I would want
conditions within that permit upheld, especially since they were requested by another resource agency. GP's have a
short life, so if it can be issued and the time allowed for activity is completed before the April 1— September 30
moratorium, I would not have concerns since the original dredge component was vetted through the CMDF process. It
would be good if a GP is issued for this process that it could be documented that a moratorium is in effect for the area in
case future requests are made.

Hello Robert,
NCWRC has an existing boat ramp in Currituck Co. on Knotts Island (Brumley Road BAA). The ramp and area adjacent to
the ramp is in need of dredging as you can see form the attached picture.
Our records indicate that we performed a dredge for this ramp in 2013 under CAMA Permit 26-13. Based on field
observations the dredge area would be similar to that performed in 2013 (attached pdf) and would be less than 400
CY. Our hope is to utilize the same NCDOT spoil site near the Knotts Island Ferry Terminal.
Would we be able to pursue this work under a general CAMA permit? I'll follow-up with a phone call but wanted to get
you some preliminary information.
