Dear David and Ellen Surprise:
The Division of Coastal Management (DCM) is aware that, per the requirements of the Coastal
Area Management Act (CAMA), you have attempted to notify your adjacent riparian neighbor(s)
of your proposed development at 14 West Salisbury Street in Wrightsville Beach, New Hanover
County. We also understand that to date, your notification efforts have not proven
successful. Further, you do not wish to pursue any additional means of notification of your
adjacent neighbors.
Please be advised that while DCM agrees that you have exercised a good faith effort in your
attempts at notification, and accordingly we will process your General Permit application, the
CAMA statute and rules of the Coastal Resources Commission allow for the filing of third party
appeals by any party dissatisfied with the issuance of a CAMA permit. Should such an appeal be
filed in this case, the third party appeal could be granted by the Coastal Resources Commission
due to a lack of documented notification, allowing the appeal to proceed to the Office of
Administrative Hearings for judicial review. You are therefore cautioned to proceed with your
proposed project at your own risk.

We have been contracted by your neighbors Mr. & Mrs. Suprise, along with Plantation Builders to
construct a small 3'-4' wooden bulkhead along the waterfront of their property # 14 Salisbury St. Past
storms have eroded their shoreline and they want to stabilize the area to prevent further erosion while
still allowing access to the beach front. We have already had a CAMA site visit performed and are
abiding by all the rules and regulations in constructing the wall. I have attached a drawing of the
proposed bulkhead along with an overhead for your review. The proposed bulkhead will not affect your
property at all, however if you have any questions or concerns, please feel to call me anytime at 910-
470-6610 or you can call the CAMA office directly at 910-796-7215. If you do not have any questions or
concerns, please sign the highlighted section of the enclosed Riparian Owner Waiver and return in the
