Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certifythatthis project is consistentwith the North Carolina Coastal Management Program.

the replacement of the Emerald Isle Woods Park Pier in the Town of Emerald Isle. The project will
consist of the replacement of a 6'x220' Pier with a Kayak launch and 6'x10' Floating Dock.

RE: GENERAL CAMA PERMIT FOR EMERALD ISLE PIER REPLACEMENT
Dear Mr. Edmondson,
This is in response to your 6 December 2019 letter addressing
the subject pier replacement.
I have no objections to the proposal contained within your
letter. I do however have a condition.
During Hurricane Florence, the piers, etc. that you are
replacing broke loose and floated in the direction of my dock.
The Kayak rack came ashore east of the town's westernmost pier
within Emerald Isle Woods Park. The floating dock portion,
impacted with my pier, and entangled itself within the piles of
a portion of my pier.
Those portions remained entangled until Hurricane Dorian when a
portion of that wreckage broke loose and floated further onto my
property. That portion has a float, and I intend to salvage it
for my own use. The portion that did not have a float is still
entangled within the piles of what remains of my dock.
There is some conjecture that the above collision may have
initiated my piers destruction. That however cannot be proven.
The condition I spoke of is, that the portion of your dock that
remains entangled in my pilings be removed prior to the town
replacing the subject pier.
