TROGDON, III SECRETARY The North Carolina Department of Transportation (NCDOT) is proposing to install approximately 63' of new vinyl sheet piling to stabilize the shoreline within the R/W at the end of SR 1115 Stone Chimney Road SW. The proposed construction would involve driving new vinyl sheet piling immediately landward of the existing deteriorating timber sheet piling and regrading of the backfill area measuring — 63' x 30' so that runoff from within the R/W drains more effectively into the existing drop inlet and 12" CMP. Please find enclosed the completed DCM MP -I and DCM MP-2 application forms detailing NCDOT's proposal under the Sections 07H. 1100 General Permit. Use and daily operations within the maintained R/W will not change. c. An excavator will be used to drive new vinyl sheet pile and regrade backfill. Dumptrucks will be utilized to haul in appropriate backfill material. d. List all development activities you propose. The proposed construction would involve driving new vinyl sheetpile immediately landward of the existing deteriorating timber sheetpiles and regrade the backfill are measuring —63' x 30' so that runnoff drains more effectively into the existing drop inlet. The existing drop Inlet and 12" CMP are in good condition as are the solidier pilings infront of the existing timber sheeting. All is proposed to remain in their existing locations however the CMP will be temporarily removed and reset through the new vinyl sheeting e. I think that we'll eventually have a problem if there is any gap/seam between your bulkhead and our bulkhead. That's why I thought your tying into our existing riprap with your own riprap would give us one continuous, seamless bulkhead. My father was concerned about having a gap between your bulkhead and ours back when he was alive. While building our bulkhead, he had tried to ensure that there was no gap between us. However, tie told me that NCDOT had made him remove some of our concrete riprap that it said was within it's right of way. Made no sense to him, but he paid to have it removed as directed. (Dad's giving that right of way to NCDOT back in the early 60s was one of the biggest regrets of his entire life with all the drinking, littering, drug activity, and trespassing on to our adjacent property that takes place down there.) So please do have your maintenance staff monitor whatever you constuct very closely going forward, Sean. As you know, that inlet is extremely powerful and will attack any weak link between us.
