WBS number: DF15403.2067116 Dear Mr. Lane: The North Carolina Department of Transportation (NCDOT) is proposing to replace an existing crossline pipe on SR 1529 Turkey Point Road in Onslow County that was damaged by Hurricane Florence. The existing 24" in diameter concrete pipe will be replaced with a 60" in diameter metal pipe with aluminum headwalls. An intermediate headwall will be utilized during construction to keep one lane open to traffic. Please find enclosed the completed DCM MP-1 and DCM MP-5 application forms detailing NCDOT's proposal under the Sections 07H. 2300 General Permit. In addition to the MP-1 and MP-5 applications, please find attached: 1. Copies of the letters sent to the adjacent riparian property owners 2. The purpose of the project is to replace the crossline pipe and repair the roadway and shoulders which were damaged by Hurricane Florence. The goal is to restore safe travel on SR 1529 as well as to meet current hydraulic standards for the proper conveyance of waterbeneath the roadway. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. Dewatering of the construction site will be accomplished by installing temporary sheet piles approximately 5' upstream and 5' donwstream of the existing inlet and outlet and tie them back to the road shoulder. A bypass pump will be used to dewater the site and any effluent from the construction area will be directed to a silt bad for treatment prior to dicharge back into the stream. The project will require the use of excavators, dump trucks, graders and rollers.An intermediate headwall will be utilized in an effort to keep one lane of traffic open during construction. d. List all development activities you propose. Replacement of the existing (1) 24" x 50' RCP with (1) 60" x 45' corrugated metal pipe w/ aluminum headwalls. New asphalt will be laid after the new pipe and headwalls are installed. Shoulders will be graded and vegetated. e. Are the proposed activities maintenance of an existing project, new work, or both?
