I received certified mail notification of this proposed CAMA project as an adjacent property
owner at 1309 Marshallberg Rd Marshallberg NC 28553. I have not discussed this project with
my neighbor but I do have some concerns. It is my understanding that I must respond to the
proposed project materials I received within ten days to express my concerns or objections. This
letter is notification of my concerns/objections to this project. Mr. Stanback is a good neighbor
and I can understand his desires to stabilize his waterfront property using a living -shoreline
approach. I understand the potential benefits of a living shoreline to Mr Stanback and potentially
to my adjacent property. However, the Project Description (315 feet marsh toe revetment using
oyster shell bags) and Site Plan (by Carolina Silvics — Edenton, NC) do not provide sufficient
information on the proposed project to allow me to confidently fully support this application.
I do have severe erosion concerns adjacent to my property and Mr. Stanback's proposed project.
Thus, I contacted Mr. Jay Sauber (noted NC Water Quality Expert) and Antonio B. Rodriguez,
(Ph.D. Coastal Geology and Geophysics) at UNC's Institute of Marine Sciences. While I
generally support a living-reef/shoreline approach to stabilization, the proposed plan appears to
leave a possible unprotected gap between my property and Mr. Stanback's proposed oyster shell
deployment. This gap could receive increased wave energy at a very sensitive area near the
property line. The project (with my potential waiver of the 15 foot setback) should consider
connecting the oyster shell revetment directly to the rock reinforced waterfront on my property.
The project should also consider the benefits of establishing a living -shoreline inclusive of
plantings and perhaps SAV. As proposed, it is not clear to me if the project will impact seagrass
and there is No information provided on how wide the revetment will be. Based on my
discussions with Dr. Rodriguez, The height of the revetment is important because you want it to
turn into a vibrant oyster reef. If the revetment is constructed properly, the live oysters could
promote sedimentation, which would potentially be good for my property as well. But if there is
a gap additional wave energy could exacerbate the current erosion problem between our
properties. According to Dr, Rodriguez, The top of the oyster shell reef needs to be in the lower
part of the intertidal zone, exposed to air only about 30-40% of the time. The project proposal
that 1 received did not have any specifics other than just "no higher than 6 inches from the
elevation of the existing marsh substrate". The project description needs more details and needs
to be at the elevation where oysters grow best. The description of 6 inches above where marsh
grows is probably not good. If constructed correctly, without possible gaps in protection, with
the objective of the revetment turning into an oyster reef then it could be a positive impact on
both Mr. Stanback's property and my property as well. If this project is simply building a high
wall out of bagged oysters, then I would be very concerned about the increases in transfer of
wave energy towards my property and would offer my objections.

length of the marsh toe revetment will be

The marsh toe revetment will be constructed
by layering oyster shell bags perpendicular
to the shoreline, 6 feet waterward of the
erosion escarpment, and no higher than 6
inches from the elevation of the existing
marsh substrate The sill will be no more than
30 feet offshore of the mean high water. Coir
fiber/jute matting will be used for the bottom
layer of the marsh toe revetment.
