Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Good morning, An update for my 154 Pine St Snug Harbor, Hertford, NC project. I've received the permission
slips from my neighbors. I am sending you a copy of my drawing and a few pictures to explain what I am
considering in addition to the bulkhead. I am hoping that you can give me some advice on a new set of stairs
leading down to the lower property. As you can see in the photos I have a set of stairs that run north to
south. They end rather abruptly where I had a platform. Common sense tells me that I can't have stairs that end
at the top of the bulkhead (new one will extend southward up to 2 ft), but that doesn't give much to land
on. Because I desire to erect a new platform on the western curve of the bulkhead my first thought was to have
the new stairs start with a platform at the top (4' x 4') and then a left turn toward the east with the bottom
landing on the soil of the lower property. This design of these stairs is more complex than what I have
currently. I know how I would build them (I think), but I was hoping that you could offer some drawings or
some technical information on how to do it in compliance with modern requirements. I prefer not to install a
bunch more expensive pilings, but realize a few may be necessary. I have a concrete slab (-2' x 3') that I could
move to be the base of the stairs facing east to minimize pilings. I don't expect any thing back from you now,
but I am just giving you a heads up. If I build the new platform on the west side as in the drawing, my plan is to
have Joe put in three pilings and purchase the structural wood for me. I would build the platform in 2020. Joe
said that I need a permit for the bulkhead and another for the stairs and platform. I was hoping that it would be
Okay for Joe to install the three pilings for the platform under the bulkhead permit. As I write this, I realize that
I may have to have him install some pilings for the stairs. If my current plan becomes too difficult I would place
the platform adjacent to the current stairs direction and just rebuild the steps like they are now, but IAW modern
requirements. Time wise, I will call Joe this week to see when he wants to start and then contact you for the site
visit toward the end of October. If you have questions please send, but I suspect we can wait to discuss on site.
