PROPOSAL
History
It is believed that the existing bulkhead on FHPOA amenity property located at the above noted
address/site was constructed sometime during the latter half of the 1980s. Prior to that, the area
was a sandy beach with four small boat docks that were probably constructed during the mid to
late 1970s. In 2008 the on -site fishing pier was renovated. The existing bulkhead, having
received little maintenance and enduring two hurricanes (Irene in 2011 and Florence in 2018) in
the past seven years, has reached the end of its useful life.
Project
As part of Hurricane Florence post storm redevelopment and recovery activities (Disaster#
4393), it is the intention of the FHPOA to request and receive a General Permit to repair/replace
what remains of the existing 30ft bulkhead.
Also, the FHPOA will submit a request for a General Permit to construct a bulkhead that will
extend, from what remains of the existing bulkhead, an additional 30ft. to the fishing pier
(identified as site #1 on the attached maps) and then approximately another 3Oft from the far side
of the fishing pier (identified as site #2 on the attached map) which will intersect with the lot -line
of the adjacent vacant lot, Parcel # 2-029-006, owned by Roger and Lisa Needham..
Rationale
The aforementioned work is being requested to ensure the safety of individuals using the site in
their pursuit of enjoying the areas navigable waters. It is also being performed to stabilize the
shoreline and prevent further soil erosion and/or soil intrusion into estuarine waters.
The work does not and will not negatively impact the riparian access of the adjacent property as
their dock lies over 200ft beyond the end of the planned bulkhead.
All work will be performed by a NC Licensed Unlimited General Contractor, with costs for said
project borne by the Fairfield Harbour Property Owners Association.

Excavation Complete
TREASURE COVE, NEW BERN
JULY - AUGUST
MAIN MARINA —During June, Treasure Cove
construction crews removed 10,000 c.y. of
material from the Marina site. Excavation of
the site is complete, with the exception of the
dike along Northwest Creek. The proposed
Marina building and boat slips are being de-
signed by C. A. Chaney & Associates. Bids for
the building construction are being accepted.
SPRING CREEK CHANNEL —Crews have
cleared -out and widened the channel along
Spring Creek. Lots adjacent to this area
have been bulkheaded.
SEWER —Sanitary sewer has been installed
along Pelican Drive to the Country Club so
that paving may begin in September on Peli-
can and Caracara Drives.
ROADS —Crews are staking and grading
roads in Sections B and 9. They have also
staked a portion of the new roads at the
Campground area and lots in Sections 6
and 7. Bids are being reviewed for seal coat-
ing of roads in Sections 1 through 4 and a
portion of Section 5 which leads to the
Country Club,
BOAT SLIPS-24 boat slips have been in-
stalled in Section 2.
CAMPGROUNDS —Campground roads and
pads are being cut and cleared. The Craven
County Health Department has approved the
water system and the Campgrounds building.
Treasure Cove forces will install water lines
and construct the building.
SEWER AND WATER-2,628 lineal feet of
eight inch sewer pipe. 11 manholes and 590
lineal feet of six-inch service laterals were
installed during June. During July, 4,525lineal
feet of sewer and ten manholes were in-
stalled.
HOME BUILDING —Four homes are under
construction now. Eight families make their
permanent home at the site.

PROPOSAL

Project

4393), it is the intention of the FHPOA to request and receive a General Permit to repair/replace

Also, the FHPOA will submit a request for a General Permit to construct a bulkhead that will
extend, from what remains of the existing bulkhead, an additional 30ft. to the fishing pier
(identified as site #1 on the attached map) and then approximately another 3Oft from the far side
of the fishing pier (identified as site #2 on the attached map).
No work on any aspect of the proposed bulkhead replacement and extension will be in the
direction or encroach upon property identified as Northwest Creek Marina (Parcel# 2-029-1002-
Track C Northwest Creek Marina & Restaurant Complex) owned by Northwest Creek, Inc.
whose registered agent and corporate president is Mr. Peter Rowlett, III, of 215 Bernhurst Road,
New Bern, NC 28560 Any and all work begins approximately 37ft away from the intersection of
FHPOA and Northwest Creek Marina and Northwest Creek Marina property lot lines and in no way impacts the riparian
lines and in no way impacts the riparian
access riehts of the adiacent mooerty owned by Northwest Creek Inc.

TREASURE COVE, NEW BERN
JULY - AUGUST
MAIN MARINA —During June, Treasure Cove
construction crews removed 10.000 c.y. of
material from the Marina site. Excavation of
the site is complete, with the exception of the
dike along Northwest Creek. The proposed
Marina building and boat slips are being de-
signed by C. A. Chaney & Associates. Bids for
the building construction are being accepted.
SPRING CREEK CHANNEL —Crews have
cleared -out and widened the channel along
Spring Creek. Lots adjacent to this area
have been bulkheaded.
SEWER —Sanitary sewer has been installed
along Pelican Drive to the Country Club so
that paving may begin in September on Peli-
can and Caracara Drives.
ROADS —Crews are staking and grading
roads in Sections 8 and 9. They have also
staked a portion of the new roads at the
Campground area and lots in Sections 6
and 7. Bids are being reviewed for seal coat-
ing of roads in Sections 1 through 4 and a
portion of Section 5 which leads to the
Country Club,
BOAT SLIPS-24 boat slips have been in-
stalled in Section 2.
CAMPGROUNDS —Campground roads and
pads are being cut and cleared. The Craven
County Health Department has approved the
water system and the Campgrounds building.
Treasure Cove forces will install water lines
and construct the building.
SEWER AND WATER —2,628 lineal feet of
eight inch sewer pipe, 11 manholes and 590
lineal feet of six-inch service laterals were
installed during June. During July, 4,525lineal
feet of sewer and ten manholes were in-
stalled.
HOME BUILDING —Four homes are under
construction now. Eight families make their
permanent home at the site.

PROPOSAL
History
It is believed that the existing bulkhead on FHPOA amenity property located at the above noted
address/site was constructed sometime during the latter half of the 1980s. Prior to that, the area
was a sandy beach with four small boat docks that were probably constructed during the mid to
late 1970s. In 2008 the on -site fishing pier was renovated. The existing bulkhead, having
received little maintenance and enduring two hurricanes (Irene in 2011 and Florence in 2018) in
the past seven years, has reached the end of its useful life.
Proiect
As part of Hurricane Florence post storm redevelopment and recovery activities (Disaster#
4393), it is the intention of the FHPOA to request and receive a General Permit to repair/replace
what remains of the existing 30ft bulkhead.
Also, the FHPOA will submit a request for a General Permit to construct a bulkhead that will
extend, from what remains of the existing bulkhead, an additional 30ft. to the fishing pier
(identified as site #1 on the attached maps) and then approximately another 3Oft from the far side
of the fishing pier (identified as site #2 on the attached map). At no time does the bulkhead touch
or encroach upon Osprey Condo Association property. The common lot line between the two
properties is the most landward (rear) lot line. The Osprey Condo Association has NO
waterfront property and therefore has no riparian access rights.
Rationale
The aforementioned work is being requested to ensure the safety of individuals using the site in
their pursuit of enjoying the areas navigable waters. It is also being performed to stabilize the
shoreline and prevent further soil erosion and/or soil intrusion into estuarine waters.
The work does not and will not negatively impact the riparian access of the adjacent property as
the Osprey Condo Association property is landlocked and therefore has no riparian access rights.
All work will be performed by a NC Licensed Unlimited General Contractor, with costs for said
project borne by the Fairfield Harbour Property Owners Association.
