This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Subject: Request for CAMA General Permit .2300 for culvert pipe replacement on
SR 1310, Flambeau Road, in Hatteras Village, Dare County, North
Carolina.
Dear Mr. Daisey,
The North Carolina Department of Transportation requests a General Permit
.2300 be issued for a culvert pipe replacement on SR 1310, Flambeau Road, in Hatteras
Village, Dare County, North Carolina. This pipe serves as an equalizer pipe between
jurisdictional areas of marsh divided by SR 1310 and has completely failed.
The Division of Coastal Management considers the project area to be within an AEC that
requires authorization for the pipe replacement. Included with this request are a location
map, adjacent landowner notice, and permit drawings depicting the proposed work. The
permit fee can be charged to WBS # 1.2028111

Replacement of the existing failed culvert will maintain surface flow (connectivity) between two areas of high marsh as well
as maintain drainage when surface water levels allow for flow downstream. The culvert is to be replaced in the existing
footprint with the same demensions (36" X 60' CAP). Existing pipe elevation will not change.
