Dear Mr. Daisey, The North Carolina Department of Transportation requests a General Permit .2300 be issued for a culvert pipe replacement on SR 1310, Flambeau Road, in Hatteras Village, Dare County, North Carolina. This pipe serves as an equalizer pipe between jurisdictional areas of marsh divided by SR 1310 and has completely failed. The Division of Coastal Management considers the project area to be within an AEC that requires authorization for the pipe replacement. Included with this request are a location map, adjacent landowner notice, and permit drawings depicting the proposed work.
