Hurricane Dorian Dear Mr. Daisey, The North Carolina Department of Transportation requests an emergency General Permit .1700 be issued for shoulder stabilization along NC 615 (Marsh Causeway) in Knotts Island, Currituck County. Due to Hurricane Dorian, the pavement has been damaged and the shoulder of the roadway has eroded to a point creating unsafe driving conditions. Two sites are in the vicinity of Bridge #7 on the causeway adjacent to existing riprap alignments for a total of 64 linear feet. The sites are depicted on the attached drawings. The Division of Coastal Management considers the project area to be within an AEC that requires authorization for the shoulder stabilization. Therefore, the Refuge is not opposed to this emergency repair. As stated in our meeting our concern remains at the east and west terminus of the rip -rap area. I look forward to seeing your drawings that will begin to address the continued erosional pressure in these areas. The entire shoulder in the vicinity of Bridge 7 on Cory's Ditch will need to be repaired. Most of this can be covered with the Maintenance/Repair Exemption under CAMA rules for existing armored shorelines, but there is a section on the east side of the bridge that was not previously armored with riprap. We will need to apply for a CAMA Emergency General Permit to stabilize approx. 36 linear feet of shoreline with Class II stone. I've included aerial photos and a topo map of the site, and below is a cross section of the project. The aerial photos are from Saturday for a post storm shot. Please review this information, and reply that you received notification of this project. In addition, we are still working on plans for the bigger project we discussed a few months ago onsite.
