This permit is subject to compliance with this application, site
drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine,
imprisonment or civil action; and may cause the permit to be-
come null and void.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
The applicant certifies by signing this permit that 1) this pro-
ject is consistent with the local land use plan and all local
ordinances, and 2) a written statement has been obtained from
adjacent riparian landowners certifying that they have no
objections to the proposed work.

Dear Mr. Childers:
Through coordination with Mr. Robert Abernathy of the North
Carolina Division of Coastal Management, we have learned of your
plans to construct a pier and a bulkhead on a manmade canal off
Pamlico Sound, Hatteras Colony, Dare County, North Carolina.
On January 1, 1987, we renewed general permit No. SAWC082-N-
000-0277 (enclosed) that authorizes excavation and filling;
construction of piers, docks, bulkheads, and boat ramps; placement
of riprap and mooring pilings within manmade basins, canals, or
ditches located entirely on high ground; and maintenance dredging
of canals, channels, basins, and ditches in open waters or marsh
areas (with high ground disposal) in North Carolina.
Your proposed work is authorized if you can comply with all
permit conditions and the bulkhead alignment indicated by
Mr. Abernathy on April 20, 1988. Please read the enclosed permit
to prevent an unintentional violation of Federal law. As this
Department of the Army general permit does not relieve you of the
responsibility to obtain any other required approvals, you should
contact appropriate State and local agencies before beginning
work.
