I. Town Policy on Recreation
The 1981 Land Use Plan for Navassa identified providing recreational
facilities as a major issue based on Planning Board meetings and public
participation meetings. The policy in the 1981 Plan was to provide
adequate recreational facilities for all age groups.
The 1987 Land Use Plan policy on recreation calls for continued
work to provide better recreational facilities and to secure grants to
plan and implement a waterfront access area. As a follow-up to this
1987 policy, Town officials requested and received a CAMA planning
grant to prepare this Waterfront Access Study.
II. Existing Recreation Facilities and Public Waterfront Access
The 1987 Land Use Plan indicated that Navassa has an 8.3 acre park
which is owned and operated by Brunswick County. This park facility
(see Land Use Map) includes a lighted ball field, tennis court, basketball
court and open space for open play and passive activities such as picnics.
At present, Navassa citizens and County citizens in northern Brunswick
County have no public boating or waterfront access areas. There is a
private boat launching area adjacent to SR1430 as you enter Navassa
from Leland. Since Navassa is surrounded on three sides by water, the
next recreational priority is to establish a public boat access area
' for Navassa and northern Brunswick County citizens. To provide such a
site, we have looked at several potential sites for both a passive
recreation area on the waterfront and an active recreation area for boat-
ing access.

III. Site Selection, Existing Use of Property and Environmental Characteristics
Site selection for the passive recreation area on Sturgeon Creek was
based on the geographic relationship of the waterfront area to the existing
' 8.3 acre park site. This site was also considered appropriate for non -
boat access due to the low bridge clearance at SR1435. This wooded
area would provide an attractive site for passive activities such as
picnics, walking, jogging, or simply the opportunity to be in an attractive
waterfront setting. The Davis Creek site was selected based on un-
obstructed access to the Cape Fear River by boat and availability of the
land by the owner.
At the present time, both sites and the surrounding areas are un-
developed wooded areas, making them environmentally attractive for
recreational purposes. Based on the County Soil Survey Map, the Davis
Creek site consists of Blanton soil and Dorovan soil near the waterfront.
The Sturgeon Creek site contains Chowan soils near the waterfront and
Norfolk soils in the higher areas.
IV. Desired Waterfront Access for Recreation
During the planning process it has become very apparent that a
boating access area is greatly needed in the northern section of Bruns-
wick County. This desire has been demonstrated by the nearly 300 sig-
natures
on a petition
supporting development of a
boating access area
on Davis
Creek. Also,
the Brunswick County Board
of Commissioners
adopted
a Resolution on April 4, 1988, expressing
their support of the
project.
V. Proposed
Facilities
The
Davis Creek Estuarine
Access Area (Site A)
would consist of
•
a 7.4 acre wooded site
containing the following facilities:
Parking for forty boats and trailers
Three concrete boat ramps and adjacent boardwalks
Parking for forty cars adjacent to picnic area and nature trails
20' x 45' picnic shelter
2 waterfront gazebos
200' of waterfront boardwalks
25' x 25' restroom facilities with handicapped access
Trash receptacles
Parking area lighting
Concrete dumpster pad and dumpster
Over one-half mile of nature trails
Landscaping
900' entrance road with landscaped median and park sign
The Sturgeon Creek Passive Recreation Area (Site B) would consist
of a 1.7 acre wooded site containing the following facilities:
Parking for 26 cars
Waterfront gazebo
15' x 15' picnic shelter
Picnic tables
Play area and equipment
15' x 25' restroom facilities with handicapped access
Trash receptacles
Parking area lighting
N Concrete dumpster pad and dumpster
Nature trails
Landscaping
When Site A and B are developed as outlined above, Navassa and northern
Brunswick County citizens will have both passive and active water based
recreation facilities to serve the local and surrounding area for current
and future water based recreational needs.

VII. Financing and Cost of Operation
Because of Navassa's limited budget, the financing and cost of
operation must be a shared'responsibility of the County and the Town of
Na assa The Town has r v s already eady begun the process of applying for grant
funds to construct Site A with the support of Brunswick County in the
form of a Resolution of Support adopted by the County Commissioners on
' April 4, 1988.
When construction is complete, the boating access area will require
' trash pickup, grounds maintenance and supervision of the restroom
facilities to be sure they remain in working order. The cost of
operation will include restroom facility supplies and maintenance, grounds
maintenance and trash pickup. Long term maintenance will include
re -graveling of access road and parking area, replacing light bulbs for
' parking area lighting, and general park area upkeep. The Town of Navassa
and Brunswick County will need to establish an agreement on cost sharing
and manpower to maintain the facility once it is established.

VIII. Implementation Alternatives
Implementation of both Site A and Site B is contingent on Navassa
either receiving a grant to purchase the property for recreation use or
' land donation by the owners. In the case of the Davis Creek site, the
owner has expressed a willingness to donate the site or sell the site
to the Town of Navassa for a small amount. The Town has begun the
process of applying for a CAMA grant to implement Site A in phases over
a period of years. The County is supporting this effort by agreeing
to supply the 10% local cash match if the State will provide the other
90% needed for phase one.
The Town of Navassa will continue to pursue County support and grant
programs to implement both Site A and Site B.
