I. INTRODUCTION
The Town of Morehead City retained Moffatt & Nichol Engineers (M&N) in
association with North Carolina State University's Institute of Transportation Research and
Education (ITRE) to complete a comprehensive stormwater drainage system map and plan.
ITRE completed the mapping portion of the project using GPS/GIS technology (sub -meter
accuracy) to locate drainage structures and denote various structure attributes (pipe size, pipe
type, catch basin material, etc.) and also any current problems with the structures (blockages,
ponding, etc.). Moffatt & Nichol Engineers then took the data collected by ITRE to help
develop a stormwater drainage system plan. Within the plan, M&N addressed immediate
concerns that should be dealt with to ensure optimum performance of the current system.
Drainage areas and estimates of the volume of water handled by the major drainage systems
were also provided. M&N also studied portions of the system to determine if improvements
are required. Final recommendations were then made to the town outlining the next steps
necessary to help solve their drainage problems.
H. SITE DATA
A. POPULATION
The Town of Morehead City was incorporated in 1858. The town had a population of
6,046 persons in 1990 which was a considerable increase from the 1980 population of 4,359.
(See Table II-1) The population density in 1990 was 2,325 people per square mile which is
higher than all the other municipalities in the region. (Land Use Plan - Draft Report, 1996)
As seen from the table and graph, Morehead City has experienced marked growth in the last
few decades and trends indicate that this level of growth may continue. (See Figure II-1)

As Morehead City's population increases, so will the development required to sustain
the population's needs - (housing, businesses, merchants, etc.). With the additional
development, additional stormwater runoff will have to be handled by the town's drainage
system. Also, as portions of the extra -territorial jurisdiction are annexed and added to the
Morehead City tax base, these new residents will expect the town to handle any drainage
problems that may arise near their property. Therefore, an inventory of the existing drainage
structures and a stormwater drainage system plan are needed as a first step in being able to
handle current and future drainage problems and facilitate solutions.
B. LAND USE
The city limits cover an area of approximately 4.3 sq. mi. (Neighborhoods 1-4, 6, & 8
- Land Use Plan - Draft Report, 1996) with an extraterritorial jurisdiction (ETJ) of an
additional 7.3 sq. mi. (Neighborhoods 5 & 7 - Land Use Plan - Draft Report, 1996) (See
Figure II -2) Most of the downtown area within the city limits can best be described as
higher density residential (-6 dwellings/acre) with some commercial areas near the southern
waterfront and along Highway 70. The outlying city areas and ETJ can best be described as
lower density residential ( 2 dwellings/acre). Future land use plans indicate that low -
moderate development potential exists within the city limits while moderate -high
development potential exists in most of the ETJ area.
C. CLIMATOLOGY
Average annual precipitation in Morehead City is approximately 54.5 inches which is
above the average rainfall for North Carolina. (NCDC Internet Site, 1997) Average rainfall
for most months is 4 inches with peak averages of 6-7 inches in the late summer months.
(See Appendix B) Wind tides are also a concern in Morehead City. Wind tides are defined
as a superelevation of water caused solely by the wind stress placed on the water surface.
Wind tides can flood drainage outfalls and create a tailwater condition which will not allow
water to flow out of the system. A slight wind tide was witnessed during a field investigation
by Moffatt & Nichol and can be seen in Appendix D, Photo #12. As evidenced by the
photograph, the outfall is completely submerged and would not operate properly if a rainfall
event occurred during this time. Periodic hurricanes and northeasters also affect Morehead
City's drainage system with slight to extreme storm surges. A map of the FEMA 100-yr and
500-yr storm surge areas can be seen in Figure II-3. These storm surges also create a
tailwater condition at outfalls, but usually to a much higher elevation than wind tides.

M. EVALUATION OF EXISTING STORMWATER DRAINAGE
SYSTEM
A. SYSTEM STATISTICS
Morehead City has few natural drainage features such as channels, lakes, etc. due to
the low amount of relief typically associated with coastal regions. The drainage system is
largely man-made and consists mainly of catch basins and piping. (See Figures III-1 - III-3)
The majority of the system piping was found to be concrete, and the predominant pipe sizes
were 12 and 15 inches. During GPS data collection of drainage features, 1350 pipes which
measured a total approximate length of 22.8 mi. were found. 1080 catch basins, 195 culverts,
and 139 manholes were also located. (See Appendix D, Photo #1) A complete statistical
summary of the collected stormwater features can be found in Appendix C.
However, the complete stormwater system could not be compiled due to system
blockages and incomplete system records. Blockages and ponding problems did not permit
field personnel to record the direction of incoming and outgoing pipes in the catch basins. In
addition, only location information was collected for manholes since field personnel were not
required or equipped to pull covers. Sparse system records also required field personnel to
mainly rely on visual surveys of existing stormwater features. If scheduling permits, future
collection efforts would be improved by the accompaniment of a city employee who is
familiar with the city's drainage system to ensure that no features are missed.
B. DRAINAGE AREAS AND RUNOFF VOLUMES OF COMPLETED SYSTEMS
Again, since we were not able to compile a complete picture of all the drainage
systems, drainage areas and runoff volumes could only be compiled for a portion of the total
network. The completed systems were almost entirely located in the downtown area.
Since precise topography was not available for Morehead City, delineation of
drainage areas for individual features and systems is approximate. The drainage areas for a
particular system and individual features were computed by using Theissen polygons and
lines which were located halfway between adjacent systems. These lines and polygons were
easily created or drawn in GIS and AUTOCAD allowing for computerized calculation of
drainage areas. (See Figures III-4 - III-7)
Runoff coefficients were then computed by overlaying the Digital Orthogonal Quarter
Quadrangle (DOQQ) onto the base mapping. (See Figures III-8 - III-10) Sub -areas of like
runoff coefficients were then drawn onto the base map and composite runoff coefficients
computed for the drainage areas of each individual drainage feature. This type of drainage
area mapping would be very useful if the Town of Morehead City decides that a stormwater
utility is warranted. Residents and businesses could then be charged based on the amount of

impervious area located on their property. This would be a fair system that would charge
residents and businesses according to the water load they place on the drainage system.
Rainfall data was taken from a variety of sources. Annual mean precipitation was
taken from the National Climatic Data Center (NCDC) Internet Site. (See Appendix B)
Rainfall intensities for differing storm durations and return periods were computed using
NOAA Technical Memorandum NWS HYDRO-35 and US Weather Bureau Technical Paper
No.40. (See Appendix C)
With these drainage areas and corresponding runoff coefficients along with the annual
mean precipitation, the volume of water handled annually by each completed system could be
estimated. (See Appendix C) Below is a listing of the completed systems, their associated
drainage areas and annual runoff volumes.

Of course, these runoff values are conservative since some of the annual precipitation
will consist of small storms with very little rainfall and no runoff. For a more realistic
estimate of the true runoff that may be experienced, we examined 40 years of daily
precipitation records for Morehead City obtained from NCDC. By looking at land uses and
applying Soil Conservation Service (SCS) methodologies, estimates of soil storage capacity
for each drainage area could then be calculated by looking at the soil type. (See Appendix B)
These soil storage capacities were then subtracted from the daily precipitation values and any
remaining precipitation amounts were assumed to be runoff. Over the 40 years of record, an
average of 12% of the annual rainfall exceeded soil storativity values. During years of heavy
rainfall, this percentage was as high as 54% for some areas, while during very dry years the
percentage is some areas neared 0%. (See Appendix C) A small pilot study to measure
rainfall and corresponding pipe flow for various sites in Morehead City would be beneficial
to determine the actual volume of runoff systems receive as a percentage of measured
precipitation.
C. IMMEDIATE PROBLEMS
By far the most extensive and damaging problem of the Morehead City drainage
system is blockage. (See Figures III-11 - III-13) Approximately 10.5% of all catch basins
and 27.4% of all culverts ends surveyed were blocked. (see Appendix C for a complete
listing of statistics) Ponding was another serious issue with 7.0% of all catch basins and
15.6% of culvert ends exhibiting a ponding problem. However, since ponding was denoted
wherever water was standing, many of these ponding problems are more likely caused by
blockages. Structural problems are a relatively minor concern with roughly 3.0% and 2.6%
catch basins and culvert ends suffering from this problem. Photographs 2 - 6 in Appendix D
denote typical problems encountered during field investigations.
Another factor that should be addressed is the lack of true elevation data for the
drainage systems. Without true elevations, it is impossible to analyze the current stormwater
system for adequacy. Elevation data was entered into the GIS database from plans provided
by Morehead City, but this information is not entirely reliable. There are no as -built
markings on many of the plans, so elevations from these non -marked drawings cannot be
considered true and exact.
Several different problem areas that had received public complaints were identified by
the Public Works Manager. In almost all cases, some portion of the problem area had a
blockage or ponding problem. In fact, the only system that had received complaints and had
no blockage problems was the N 6' Street system. Moffatt & Nichol Engineers then
commenced a field investigation to analyze this system and one on N 8' Street.

D. CASE STUDY OF N 6'" AND 8"i STREET SYSTEMS
Moffatt & Nichol Engineers conducted field investigations of the drainage systems on
N 6" & N 8i° streets. Fortunately, location coordinates for the stormwater features did not
have to be collected since they were already within the GIS database and could easily be
imported into other analysis software packages. While location surveys were not required,
elevation surveys were completed (See Appendix C) to obtain true elevations within the
system. The system elevations are referenced to NGVD 1929 and were surveyed from the
permanent bench mark located at the police station. (See Appendix B) Photographs 7 - 12
show the general location and topography of the N 8' street system while the N 6'e street
system is shown on photographs 13 - 16. We used XP-SWMM to analyze the selected storm
systems. XP-SWMM is a user-friendly version of the EPA's StormWater Management
Model. It is a very powerful model that can solve both water quantity and water quality
problems for both urban (catch basins, piping, etc.) and rural (natural channels, etc.) type
drainage systems.
With coordinates, elevations, and previous calculations of rainfall intensities and
runoff coefficients, XP-SWMM could then be used to model the systems under varying
storm events. Both systems (see Figure III-14) were analyzed under the 2, 10, and 100-yr
storm events to determine system adequacy. Results showed that both systems are at least
partially inundated by all events. (See Figure III-15 for 2-yr storm results) However,
recovery times are quite different for the different return periods and range from 13 - 46
hours. These results were computed allowing free outfall at the outlet pipe; conditions under
a high tailwater at the outlet pipe would even be worse.
Unfortunately, very little can be done to alleviate the problems with these two
systems. The low relief does not allow for steeper gradients or for much larger pipe due to
cover constraints. Also, there is no area currently available to install off-line detention
facilities or any other BMP's. Nonetheless, procedures and policies can be enacted to at least
stop additional runoff from being placed on these already overloaded systems. If further
development or redevelopment does occur in these areas, measures such as pervious block
parking lots and other runoff reducing solutions should be encouraged.
E. FUTURE CONDITIONS
Since there is almost no true elevation data available for the Morehead City drainage
system, behavior of the current system under future land uses is not possible. However, to
alleviate future problems before they start, Policy 1 under Section 3.270, "Stormwater
Runoff' under the Land Use Plan which seeks to promote use of semi -pervious materials for
paving, retaining natural vegetation along marsh and waterfront areas, etc. should be
followed aggressively.

The policies that are outlined under Section 3.420, "Desired Patterns of Urban
Growth", which seek to maintain low -density development, will also be beneficial in
controlling stormwater runoff if closely enforced.
IV. RECOMMENDATIONS
The first improvement that Morehead City should consider is to take full advantage of
the existing investment. All blockage and ponding problems should be corrected first, with
remediation of structural problems following the system cleanout. Since the inlets along
Arendell Street are maintained by NCDOT, the Town should attempt to have NCDOT
maintain their system more aggressively. Perhaps this could be done by the Town on a cost -
reimbursable for NCDOT.
Second, while the systems are being cleaned, true elevations of system components
should be surveyed. Pipe inverts and sizes, catch basin inverts, grate elevations, system
connectivity, etc., should all be collected while personnel are in the field. This information
would be a significant addition to the drainage system GIS that we have created for the Town
of Morehead City and would greatly enhance its usefulness.
During field investigations, it was clearly evident that most of the debris that is
clogging the drainage system consists of lawn clippings, leaves, and other yard waste.
During two separate field investigations two weeks apart, Moffatt & Nichol personnel
witnessed a catch basin on N 6' Street became clogged as a result of yard waste. (See Photos
#15 and #16) Public awareness campaigns through newspaper articles, public meetings, etc.
may be needed to persuade residents to dispose of yard wastes by approved means other than
raking into the street.
Once these problems have been remedied, elevations of remaining system structures
should be collected. With the completed GIS database of the entire drainage network,
analysis of the entire system under differing flood conditions with current and future land
uses can then be simulated to determine proper solutions. Output from these models such as
impervious areas, discharge loads to the system for each resident, storm elevations, etc. can
then be placed back into the GIS database for one complete system that allows for better
management of town resources since all the information required is in one place.
Furthermore, a complete GIS system could be used to evaluate various management practices
and their impact on stormwater quality and pollutant loads to surrounding waters.
