Overview
Purpose and parameters of this study
Hertford County was designated as one of the twenty coastal counties under the
Coastal Area Management Act. The county's waterways form part of the estuarine
asystem of rivers, sounds and bays. Development along the waterways can seriously
impact water quality. The purpose of this study is to examine existing development in
the riverine environments of Hertford County, including an analysis of current public
a access points or areas where the public can interact with the water and undeveloped areas

awhich might be suitable for future public access sites.
This document deals with existing conditions along the Hertford County
waterfront and is divided into various segments concerning (1) physical or environmental
conditions, (2) ownership, development and land use and (3) public access points. The
Doverall theme of each section is to understand the landscape as it now exists and the
implications for future development, focusing on the creation of public access points.
U Geographical Context
(l The Chowan, Wiccacon and Meherrin Rivers dissect much of Hertford County's
�j landscape. The Chowan river forms the eastern boundary of Hertford County with Gates
and Chowan counties. It is the most significant of the three rivers in size, measuring
aover 1.5 miles in width in the southern portions of the county. Despite its significance
(� in the county landscape, Winton is the only town along its banks. The Meherrin River

dissects the northern half of the county, forming part of the western border with
Northhampton County. The town of Murfreesboro lies along its banks. The smallest
of the three rivers is the Wiccacon, affecting only a small region in the southeast, with
no major clusters of population, though Harrellsville is only a short distance from the
Wiccacon.
The impact of these riverine environments on the landscape of Hertford County
is immense. Three hundred twenty-seven (327) properties in Hertford County border one
of these three rivers (see map 1), accounting for a total of 43,443.61 acres in area or
19.2% of the county's total land area. The rivers dissect much of the county, leaving
only the southwest corner virtually untouched. Since most of the study area is held in
private ownership, public interaction with the water can only be achieved by the creation
of public access points.
Existing Conditions
Physical Environment
A number of environmental constraints are present in the Hertford County
waterfront area. These environmental conditions, including soil suitability and slope,
pose constraints to development of waterfront regions. Soil limitations are a constant
inhibitor to development for much of the waterfront, whereas severe slope is only a
factor in certain areas. Steep slopes occur intermittently along all three rivers. Although
the Chowan River is prone to frequent slope changes along much of its length, the
Meherrin has only isolated, but critical slope gradients in certain places. The Wiccacon
has few areas where the slope exceeds 10%. Slope is not a development factor along

amuch of the Wiccacon.
Along the Chowan River, there are three general regions where sensitive slopes
occur. Over 100 to 200 meters in distance, the land rises from 0 to 10 meters in
elevation. This creates a slope factor of between 5% and 10%. These slopes occur
j� between Tuscarora and Chowan Beach, north of Holiday Island around Taylor Millpond
(j to Goose Creek, and from Eure Landing to Petty Shores. The Wiccacon experiences
u slope gradients of a similar nature, between 5 and 10 %, and these slopes occur north and
(� east of Harrellsville along the southern shore of the Wiccacon. Along the remainder of
L! the Wiccacon, slope does not pose a problem.
aThe Meherrin River is steeper in nature than the Chowan River. For much of its
course, slope on the Meherrin reaches 5 to 10%. While slopes along the Chowan,
Meherrin, and Wiccacon are sensitive resulting in difficulty for development, a critical
area for slope can be identified n 'fi at the north reaches of the town of Murfreesboro. In a
de ti
adistance of only 100 meters, the land rises from 0 to 25 meters in elevation, for a slope
of 25%. Slopes of 5 to 10% can be developed given certain special considerations.
However, slopes of 25 % are very difficult to develop, since they are prone to instability
problems, such as caving. Slope is a critical factor in this region, and development must
take into consideration this physical constraint.
Soils in the region are generally poor. Many of the soils in the study area belong
ato the Dorovan-Bibb-Wehadkee soil association. General characteristics of these soils
aand their location include that they are "nearly level, very poorly drained... mucky or
loamy and underlain by sandy material or have a loamy surface layer and loamy subsoil"
o

(Hertford County Soil Survey, 1984). They are generally found in riverine
environments, including flood plains and wetlands.
The soils in the region are prone to development problems, not only for the
location of septic systems, but also that of buildings. Soils in the study area are listed
in table 1 in conjunction with certain development characteristics. While all these soils
appear in the study area, one soil largely dominates the land bordering the river along
all three rivers. The most common soil type is that of DO or Dorovan soils. Along the
Meherrin River, We or Wehadkee silt loam is the second most occurring soil type. Both
DO and We soils pose severe constraints to septic location, building site development and
recreational development for a variety of reasons (see table 1). Thus, the majority of the
soils in the region are inhospitable to intense concentrations of population.
aOwnership, Land Use, and Development
Ownership
U The waterfront area is made up by 327 properties most of which are owned by
private individuals. While the number of properties owned by individuals is certainly
greater than that of land held by the public or private corporations, large parcels of land
tend to be held by private corporations. The largest landowner along the waterfront is
unquestionably Union Camp Corporation (see table 2), which engages in commercial
forestry ventures.

Other companies utilizing forest resources are located here, as well, including Champion
International and Weyerhauser. Among the large, non corporate owners are Ralph L.
Basnight heirs and Leslie K. Smith, a developer. The presence of a large farming
venture, Beasley Farms, in the top 8 landowners is not surprising given the rural nature
of the landscape and continued reliance on farming in Hertford County. Currently
55,000 acres are under cultivation in the county.
Given the dominance of Union Camp in the study area, the fact that the four
largest individual parcels are under their ownership is not surprising. Many of the
holdings of the largest total acreage landowners are large individual parcels of land. (see
table 3).

There are three times as many properties between 250 and 500 as acreage between 500
to 1,000 and greater than 1,000. These parcels are primarily used for farming
operations, whereas farming only accounts for two parcels in 500 to 1, 000 category: S.
Earl Griffin and J.D. Riddick, Jr. The uses on these larger parcels, are tobacco and
peanut allotments. The largest group of properties are those with acreage of less than
250. Two hundred eighty (280) parcels in the study area fall into this category.
An analysis of individuals or companies with the largest number of parcels lend
insight into land speculation and development in Hertford County. Union Camp again
appears at the top of the list, owning 13 waterfront parcels.

The appearance of Gaston E. Small, Jr. and Charles M. Lowe may indicate that
individuals are buying a number of waterfront lots with the intention of resale after the
property value increases, thus encouraging waterfront property development.

The waterfronts of the Chowan, Meherrin and Wiccacon rivers as a general rule

are not intensively developed. Agriculture and standing forests are the dominant land
uses in the study area (see table 5), accounting for 92 % of the total acreage of waterfront
parcels.

The standing forests are predominately held by Union Camp Corporation, as well as
other commercial forestry companies such as Champion International and Weyerhauser.
On its own, forest accounts for 49 % of the acreage in the study area. While much of
the forest - area is part of a commercial forestry operation, some forested areas are held
in private ownership.
Agriculture is an important component to the local economy of the area.
Agricultural uses comprise 41 % of the land use of waterfront parcels. In addition,
another 2 % is made up of mixed agricultural and forest uses. Among the important crops
raised in the county are peanuts, tobacco, corn, wheat, soybeans, cotton, and some
horticultural crops. Agricultural uses along the waterfront are a concern due to non -point
source pollution from pesticides, herbicides and fertilizers.

Other important land uses along the waterfront include residential parcels.
Several subdivisions are scattered along the waterfront. These subdivisions have been
the main centers of population growth. Subdivisions located along the waterfront include
Choanoke Beach, Taylor Landing, Leisure Shores, Petty Shores, and Canal Cove.
Residential uses encompass less than 100 acres (see table 5). Even though the total
acreage in residential use is not great (less than 1 %); the number of lots (approximately
119) translates into intense development. The average size of a residential lot is .4 acres.
The number of septic tanks within a 10 acre development can pose major environmental
impacts and acts as potential pollution sources to the rivers. Thus, residential
development, though limited, is a major concern in the study area.
Commercial or industrial uses are even more critically important than residential
uses, though the extent of land occupied by them is not great (see table 5). Commercial
and industrial uses require more water than residences. In addition, they may require
disposal of waste products. Thus, their location is vital to an inventory of the waterfront.
Industrial uses tend to be concentrated around the town of Murfreesboro, while
commercial uses are more scattered. These parcels are owned by corporations, such as
Georgia Pacific Corporation, Royster Acquisition Corporation, Murfreesboro Veneer,
Easco Corporation and SRF, Inc. (Tuscarora Beach). However, some of these parcels
are held by individuals. All of these parcels are located along the Chowan and Meherrin
rivers. The Wiccacon River has no commercial or industrial development.
The last use can be characterized as open land. These parcels can be described
as containing open land with some forested areas. There is a lack of built structures

0 associated with this land use, though there may or may not be farming occurring on this
open land. Open land constitutes over 7 % of the acreage in the study area. Open land

areas are located predominately along the Meherrin, but substantial open land exists on
the lower Chowan, as well. Open land presence helps to mitigate the impacts of other
aland uses on the physical environment.
Recent speculation and development
Recent speculation and development of the Hertford County Waterfront can be
Qtraced through the property transfers and the building permits. The waterfront has been
more active with respect to property transfers, though less active with regard to building
permits. Property transfers have been broad in geographic scope, while building permits
n have been confined to certain geographic areas which have seen an increase in population
U growth.
Since 1990 there have been property transfers on 109 of the waterfront's 327
P
aproperties (see maps 2, 3, 4). In 17 cases, two property transfers have occurred since -
n January of 1990. Transfer of property has occurred on all three rivers; however, the
U extent and the nature of property transfers differs. The Chowan River has experienced
asome transfer in the central and southern portions of the county. These transfers, though
not exclusively, are largely confined to residential developments and subdivisions. The
areas experiencing the most profound transfer of property Tong the Chowan are Canal
is Cove, Petty Shores, Liberty Hill Shores, Choanoke Beach, Leisure Shores and Taylor
Landing (see maps 2 and 3).
The Meherrin shows several large properties which have changed ownership since

aJanuary 1990. The largest properties transferred along the Meherrin tend to be
concentrated along the rivers northern extent, near Northhampton County. On the other
hand, some small properties have changed ownership, as well. Note subset 2 on map
a2 (Property Transfers, Inset 1). Every piece of waterfront property in this residential
development has experienced a property transfer. This development, Leisure -Shores, is
new, and its creation has been within the last five years. Thus, each of the lots has been
Dtransferred at least once, from the developer to the current owner, indicating a relatively
(� vibrant market for waterfront properties in Hertford County.
l� While the Chowan has experienced most property transfers in small residential
developments and the Meherrin has had transfers in both small and large lots, the
CWiccacon has experienced property transfers predominately on large lots. The size of
the lots lends credence to the character of development. Since the Wiccacon is more
rural in nature, then its property transfers tend to be large agricultural lots. There is
ahowever, one subdivision to note along the Wiccacon, that of Taylor Landing. This
adevelopment, like Leisure Shores has been developed and sold within the last five years,
accounting for every piece of property having been transferred at least once. While
aproperty transfers have been broad sweeping over the entire study area, the nature of
Dthese transfers has been quite different for each of the rivers.
Building permits in the last five years also give insight into the nature and
character of development in these waterfront areas. Building permits are scarce; only
C17 building permits have been issued for the waterfront area since January 1990 (see
maps 5 6 and 7). In one case, the building permit was issued, but construction has not

0 begun. In another case, two building permits were issued for the same parcel. Over the
last five years, a building was erected and an addition added later on one parcel. The
other building permits are a mixture of additions (9) and new starts (5). Given the small
amount of building permits and the even smaller amount for new construction,
development of the waterfront has neither been extensive or rapid.
Of the building permits issued, new construction has taken place in Choanoke
Shores (5 units) [see subset 1, Map 7, (Building Permits, Inset 3)]. Like new
construction, additions have been largely concentrated in residential developments. The
following subdivisions have experienced additions to existing construction: Petty Shores,
QLeisure Shores and Canal Cove. One addition has also occurred at the end of River
(� Road in Winton. The Chowan River has been more actively developed than the other
u
rivers. All additions, except two on Meherrin (see map 5), have been to properties
Dalong Chowan. There are, however, more existing subdivisions along the Chowan.
There has been no new construction on the Wiccacon and only one addition to an existing
aproperty (see map 7).
Developed versus Undeveloped Areas
For the purposes of this study, a threshold for identifying a developed property
was set at $5,000 in building value. The threshold amount attempted to include older
mobile homes, but not storage sheds and piers. Therefore, a developed property shown
in map 8, is a surrogate measure, where buildings are valued at $5000 or more.
CDeveloped properties are largely concentrated on small lots in residential subdivisions.
In map 9, much of the upper Chowan shows as developed. However, this classification

results from large lot size and not intensity of development. The upper Chowan could
be more intensively developed should Union Camp Corporation decide to subdivide that
parcel of land into residential size waterfront lots.
The Meherrin River is not intensively developed. A cluster of developed parcels
is evident around the town of Murfreesboro (see map 9). The Wiccacon River appears
to be the most highly developed of all the rivers (see map 11), but again this is due to
large lot size rather than intensity of development. The Wiccacon River is of a highly
rural or agricultural nature. Those parcels which show up as developed are farm homes
and farm infrastructure on large lots. Thus, the Wiccacon has the potential for more
intense developments should the lots be subdivided. Therefore, while a number of areas
appear as developed on the map, they do not represent intensive development.

Public Access points - -

Current access points
At present, Hertford County contains three public access points. Public access
to the rivers is available on all three rivers (see map 12). Located at Murfreesboro, there
is a public access point on the Meherrin River, which includes a boat ramp and pier. In
addition, public access is provided at Tunis on the Chowan River and at Harrellsville on
the Wiccacon River. The Tunis site contains two boat landings, a pier and parking,
while the Harrellsville site only has one boat ramp. Near Tunis at Tuscarora Beach is
another existing access point. However, this access point is a private facility and a

Dcharge exists for its use. An additional public access point is available just across the
DChowan River from Winton in Gates County. Due to its proximity to the town of
Winton, it is easily utilized by Hertford County residents.
Public access points are located on all three rivers, yet they remain at a distance
from the southwestern quadrant of the county. The population of the county is heavily
concentrated in Ahoskie and Murfreesboro townships (see table 6).

Murfreesboro township has readily available access at the town of Murfreesboro. This
n access point is also shared by the southern reaches of Maneys Neck township. Much of
u the town of Como lies within the five mile buffer (see map 14) of the Murfreesboro
Dpublic access site. Winton township contains the public access site at Tunis. In addition,
n the public access site in Gates County across from the town of Winton serves residents
u of Winton township. Harrellsville township in which the public access site is centrally
Dlocated, contains the community of Harrellsville. Harrellsville town is within the 1 mile
(� buffer of the public access point (see map 13). The final two townships: St. Johns and
Ahoskie are outside the five mile buffer. St. Johns remains the most isolated from public

access points in the southwest corner of the county. However, it also ranks among the
lowest in county population, though over 10 % of the county residents reside in this
township.
Town residents tend to live closest to public access points. Murfreesboro
residents are able to utilize public access site 1 at a distance of less than 2 miles (see map
12). Residents of Cofield can utilize public access at point 2 in Tunis, while public
access site 3 is within a one mile radius of Harrellsville. Residents of Winton can easily
utilize the Gates County site shown in map 12. The major exception of proximity to a
public access site is Ahoskie; however, the convenience of a public access site is only
a function of the distance to the waterfront itself. Ahoskie is within a ten mile radius of
the sites at Tunis and Harrellsville, though the configuration of the road network may
make one site more accessible than the other. The existing sites at Tunis or Harrellsville
are well located to serve the demands of Ahoskie residents.
Potential public access points and exansion of existing facilities
Therefore, given the existing population patterns, current public access points
seem well located to accommodate the county's needs. A feasible option might be to
expand existing sites by adding more facilities than boat ramps. At Tunis, for example,
picnic areas and a bathhouse could be added to enhance the existing facility. Trails and
paths might be an option for diversifying some of the sites given that physical conditions
allow. The sites should develop recreational options for county residents without boats.
Another option is to add another site in the vicinity of Winton, which would
discourage traffic from Hertford County at the Gates County site. This might be a

feasible option, since the residents of Ahoskie, Hertford County's largest town, utilize
athese sites, as well. A detailed field study of demand on the sites at Tunis and Gates
County would certainly illuminate whether or not a need for another access point exists.
aDevelopment of the Chowan with residential subdivisions has been a gradual but
(� definite process. Land transfers along the Chowan indicate a market for these properties.
j� thus, another public access point along the Chowan might be located as a means of
aconservation of the waterfront. A site in the southeast might be most suitable to that
end, since the waterfront is intensively developed just southeast of where the Wiccacon
and Chowan meet. The density of lots in Choanoke Beach and Liberty Hill Shores
subdivisions indicate a growing need for conservation and this portion of the waterfront
amight be suitable to these goals.
Conclusion
The existingpatterns of development along the Chowan Meherrin and Wiccacon

Rivers indicate a growing market for waterfront properties in Hertford County. Given
(� the environmental conditions along the waterfront of generally poor soils and sensitive
u
slopes, there is a need for examination of existing development. While standing forest
aand agriculture dominate land use along the waterfront, residential uses are growing with
several new subdivisions being developed within the last five years.
At present, the county contains three public access points, located along each of
its major rivers. These access points are well located near the centers. of population,
with the exception of the town of Ahoskie. However, Ahoskie's distance from the
waterfront limits its proximity to a public access point. Therefore, existing access points

seem as well located as possible. An expansion of existing sites appears to be the most
suitable recreational option. Other options for developing a public access site include
locating a site near Winton or in the southeast corner of the county, along the Chowan.
