INTRODUCTION
D
This survey gives a picture of how five hundred eighteen (518) randomly
selected Wilmington registered voters feel about their city's problems, the
desirability of Wilmington and their neighborhoods as a place to live, and
their views on signage, landscaping, and the Historic Districts. Their opinions
a are those held during the week of August-3 — 10, 1987, and the survey has an
error margin of 4.5%
Q Each question is presented in the order in which it occurred in the survey
instrument. The report gives three ways in which to read the responses. First
is a table containing the frequencies (the number of times a certain response
was mentioned,) the percent that frequency was of the total surveys, a valid
percent column which discounts those questionnaires which had no response to
that particular question, and a cumulative percent column. The valid percent
column is the column to which the most attention should be paid for interpretive
Dpurposes.
The second item given for each question is a graph which shows the frequencies
in a representative manner. The third is a written paragraph which displays
the data in paragraph form. No attempt has been made to interpret the data
other than to explain the categories of responses in the open ended questions.

SURVEY METHODOLOGY
The Sample
Independent Opinion Research & Communications, Inc.* designed a randomly
selected probability sample of registered voters in the City of Wilmington,
North Carolina. The selection was based on voter lists married to telephone
numbers, and calls were made in proportion to the number registered to vote
in each Wilmington precinct.
Field Work
Five hundred and eighteen (518) interviews were conducted from August 2
through August 9, using a telephone bank at IOR&C's office. No calls were
made on Friday or Saturday. The field work was completed by IOR&C who was
responsible for the completion and verification of all interviews. A
breakdown by precinct of the completed interviews follows:

respondents were asked if they were registered to vote in Wilmington
elections. Those who said they lived outside the city limits were excluded

from this survey. In the final screen question, the respondents were asked
"Did you vote in the last municipal election in November, 1985." Those who
had not voted in that election were also excluded from participating in the
survey. Thus, the completed interviews were from Wilmington voters who voted
in the last election.
Analysis
The study was designed by DeeDee Bromeier and Susan Bulluck from
questions submitted by the City of Wilmington Planning Department. Coding,
computer processing, and analysis were performed by Susan Bulluck, Karen
Gottovi and Dann DeVries. The report wAs written by Susan Bulluck, DeeDee
Bromeier and Karen Gottovi.
Questionnaire
The actual wording of each question in this survey is included in this
report. The report is written in the exact order that the questions were
administered to the voters.
Demographics of the Sample
The demographics of the sample are included as an appendix to this
report.

Q. 5 "Here is a question about the quality of life in Wilmington. Over the
past 10 years or so, would you say it has gotten better, or worse, or would
say the quality of life in Wilmington has stayed about the same over that
time."
Forty-nine point four percent (49.4%) of those responding to this question
said that the quality of life is better than it was ten years ago, 29.7%
said that it has stayed the same, and 14.5% said that it has gotten worse
in the past ten years. Six point four percent (6.4%)were not sure of a change,
and two people gave no answer to the question.

Q. 6 "How much do you think Wilmington has changed over the past 10 years:
a great deal, or somewhat, or not much at all?"
"A great deal," was the answer given by seventy-four point nine of those
interviewed in this survey when asked how much Wilmingtonhad changed -over
the past ten years. Eighteen point seven percent (18.7%) said that Wilmington
had changed somewhat, and six point two percent (6.2%) said that it had not
changed much at all. One person was not sure whether or not Wilmington had
changed.

Q. 7 "In your opinion, what is the most important problem facing the city
of Wilmington?"
In this question, respondents were asked to identify, in their own words,
what they considered the most important problem facing the city of Wilmington.
Their responses were written down verbatim by the interviewers, and grouped
for coding and computer purposes into categories of similar answers. Following
this page are two pages of selected verbatim comments.
Traffic congestion, need for new roads and highways, and other automobile
related transportation problems were mentioned by 47.3% of those responding
to the survey. Second in frequency at 10.9% were planning related comments,
including the need for growth management, over development, and long range
planning. Nine point six percent (9.6%) said that the high crime rate, or
drugs were the most important problem. The category of "other" includes
a diverse array of responses which could not fit into a frequently mentioned
category, and these responses accounted for 4.9% of the answers. Some of
these comments will be found in the verbatims on the next page.
Four point one percent (4.1%) of the respondents mention specifically
the lack of jobs as the most important problem facing Wilmington, and 3.3%
said that economic conditions, including the cost of living, was the outstanding
problem.in their opinion.
Problems with elected officials being a4le to relate well with each
other as well as to solve problems was mentioned by 2.7% of the respondents.
This category also included city management problems. Two point three percent
(2.3%) said that governmental consolidation was the biggest problem facing
city government.
Other problem areas mentioned were unkempt areas and dilapidated buildings,
2.1%; the lack of low income housing, 2.0%; the educational system, 1.8%;
services for the elderly, 1.4%, race relations, 1.2%; and water and sewer
service, 1.2%. This last category referred to problems with hook-up in the
newly annexed areas, as well as construction related problems on the streets.
Three point three percent (3.3%) were not sure what the most important
problem facing Wilmington was, 1.6% said that Wilmington did not have any
important problems, and 1.2% gave no response at all.

Sixty-nine point one percent (69.1%) of those responding to the survey
said that Wilmington was a very desirable place to live. Twenty-five point
nine percent (25.9%) said that it was somewhat desirable, 4.1% responded
somewhat undesirable, and .6% said that it was an undesirable place to live.
Point four percent (.4%) were not sure of their response.

Q. 9 "Can you tell me why?"
Very Desirable Responses
The most frequent responses to this question,_ 24.4%, mentioned a combination
of amenities and services which were grouped into a category called "quality
of life." These included the weather, the location, things to do in Wilmington,
services such as the hospitals, theaters, and recreation, and the jobs available.
When respondents mentioned a specific reason for their choice, it was
most often the fact that "It's home." Twenty-three point nine percent (23.9%),
gave that reason because they had lived here all their lives, had roots here,
and/or had family here. The next -most important reason for this choice,
was the beach and the city's location near the ocean, at 13.9%. The climate
was the most important reason for Wilmington's being a very desirable place
to live for 10.8% of those responding to the survey.
Five point seven percent (5.7%) said that the size of the city was the
reason that Wilmington was a very desirable place to live, 4.0% mentioned
the people, and 3.4% said the slow pace of life here made it a very desirable
place to live. Other reasons mentioned were the availablity of arts and
culture, (2.8%); the low cost of living, (2.3%), the fact that it is good
for retired people, (1.7%), has good recreation, (1.1%); and is a good place
to raise children, (1.1%).

Somewhat desirable responses
Those saying that Wilmington was a somewhat desirable place to live
mentioned the climate and the beach location as the reason 25.8% of the time.
This was a positive response. Eleven point seven percent. (11.7%) described a
combination of services azd amenities as their reason for saying that Wilmington
was a somewhat desirable place to live. This was also a positive response.
Nine point four percent (9.4%) gave a combination of good and bad points
about Wilmington, 7.0% said "it's home" in response to the question, and
an equal number (7.0%) said that wages are low in Wilmington.
The rest of the responses were ones which were both positive and negative
in nature. They included 6.3% who said that Wilmington is lacking in culture,
3.9% who said that Wilmington had a good quality of life, 3.1% who liked
the'size of the city, 3.1% who felt that Wilmington needed a better school
system, 2.3% who said that the cost of living was high, 2.3% who didn't like
the fact that Wilmington was changing so fast, 1.6% who liked the slow pace
of life, and 1.6% who did not like the traffic situation.
Of the 134 respondents who said Wilmington was a somewhat desirable
place to live, 16, or 12.5% gave a response that did not fit into a category,
and 2.4% were not sure of their response.
