In the eight year period from April 1, 1980, there has been a 56.4% increase in permanent resident population. In these eight years, there has been a 68.1 % increase in total number of housing units in the county. The following table summarizes this growth and its general location. This report provides an estimate of the increase in the number of housing units and permanent residents of Brunswick County since the figures reported by the 1980 Census. The figures used in this report build on the April 1, 1980 Census. It is assumed that housing units for which permits were issued by December 31 of any calendar year are completed by April 1 of the next year. The authors are aware that some units, such as mobile homes or manufactured homes, may be in place in a very short period of time and that other units such as large condominiums may be in the building stage fora significantly longer period of time. Despite this difference, it is believed that this methodology provides a reasonable estimate of the number of units in place at a given time. The estimates contained in this report of the number of housing units added since the 1980 Census are provided by the municipalities, excepting for Belville, Bolivia and 1%vassa, which together with the unincorporated area, are provided by ilu• (otinty Building Inspection Department. A wrier of assumptions were made in order to ;prepare this ieport. First, it was ;issumed that certain characteristics ti s reported in the 1980 Census prevail. ; hese characteristics are that the percent of housing units that are inhabited by permanent residents and the number of persons per housing unit remain the same in each small geographic areas used in the 1980 Census. The Census was reported by two types of geographic' area identifications. Enumeration Districts were used for the majority of the County. Census Blocks were used in the more heavily developed areas around Leland. For the Census Blocks, groupings were used In this study rather than the exact block level. For municipalitites, one figure is reported. There was no attempt in this report to address where within municipalities growth has occurred. A key map showing Enumeration Districts and a key map showing Census blocks is provided to assist the reader in identifying geographic locations within the County. 11 In preparing this report, the Planning Department reviewed each permit issued during Calendar 1987, as to location and as to character. Only those new residential units that were to use a new septic system were considered new residential units. It is believed that this report presents a conservative estimate of the County's growth. There may be a growing ~ number of housing units being converted to year-round dwelling units, but no information is available to substantiate this belief. A note of caution is made for persons making use of the information from the report. It is the belief of the State Demographer that this inventory does not make an accurate reflection of permanent resident population, as in the opinion of that official mobile home residents cannot be considered of such permanency. Only the results of the 1990 census can resolve this question. In addition, because of the temporary nature of some mobile homes (i.e., on a site for only a year or two and then relocated) the Planning Department staff has reduced the total number of housing units in the unincorporated part of the county by 1%. -2 YEAR ADDED HOUSING UNITS ADDED PERMANENT RESIDENTIAL UNITS ADDED PERMANENT RESIDENTS 1980 19186 572 19659 1981 19658 800 29312 1982 19527 916 29422 1983 29243 936 29940 1984 29470 1.195 3,412 1985 1,902 1,063 39250 1986 1,833 19047 2,652 1987 19843 852 21535 TOTAL 14,692 7,391 -3- 21,182 GENERAL PURPOSE LOCAL GOVERNMENTS JURISDICTION NUMBER OF PERMANENT RESIDENTS MUNICIPALITIES 1980 1987 1988 Bald Head Village 26 37 Belville 102 104 106 Boiling Spring Lakes 998 1,595 1,795 Bolivia 252 272 274 Calabash 128 212 221 Caswell Beach 110 319 353 Holden Beach _ 232 353 368 Long Beach 1,844 2,890 2,987 Navassa 439 526 532 Ocean Isle Beach 143 528 564 Shallotte 680 895 996 Southport 2,824 3,148 3,188 Sunset Beach 304 629 646 Yaupon Beach _569 746 758 SUB TOTAL 8,668 12,243 12,825 Unincorporated Area 27,109 42,188 44,141 TOTAL 35,777 54,431 56,966 TOWNSHIPS Lockwood Folly 7,361 11,903 12,546 Northwest 6,136 8,234 8,426 Shallotte 6,542 12,141 12,966 Smithville 6,838 9,208 9,535 Town Creek 6,878 10,094 10,720 Waccamaw 2,022 2,686 2,773 -4- v [q'_., .f;0 °r.YJ ..✓vr`L'. :'; d {I rl hPr.Y`i l . JURISDICTION Bald Head Village Belville Boiling Spring Lakes Bolivia Calabash Caswell Beach Holden Beach Long Beach Navassa Ocean Isle Beach Shailotte Southport Sunset Beach Yaupon Beach SUB TOTAL Unincorporated Area TOTAL TOWNSHIPS Lockwood Folly Northwest Shallotte Smithville Town Creek Waccamaw NUMBER OF HOUSING UNITS 218 258 67 68 69 460 737 797 110 118 119 69 115 119 •93 273 302 1,027 1,638 1,708 2,967 4,550 4,703 149 177 179 412 I,482 1,584 268 353 454 1,207 1,340 1,357 547 1,118 1,149 435 566 575 79859 129753 13,373 13,706 , 21,724 229938 21,565 349477 36,311 5,636 9,052 9,499 29451 3,303 39376 4,701 9,640 10,249 5,450 7,903 8,209 2,574 3,778 3,956 747 .991 1,023 -5- GENERAL PURPOSE LOCAL :.OVERNMENTi'S NUMBER OF PERMANENT RESIDENT JURISDICTION HOUSING UNITS MUNICIPALITIES 1980 1987 1988 Bald Head Village 8 Il Belville 36 37 38 Boiling Spring Lakes 364 582 629 Bolivia 93 100 101 Calabash 54 90 94 Caswell Beach 46 134 148 Holden Beach 97 147 153 Long Beach 754 1,137 1,175 Navassa 132 158 160 Ocean Isle Beach 52 193 206 Shallotte 245 321 357 Southport 1,045 1,166 1,181 Sunset Beach 126 257 264 Yaupon Beach 246 323 328 SUB TOTAL 3,308 4,653 4,845 Unincorporated Area 9,103 14,420 15,080 TOTAL 12,411 19,073 19,925 TOWNSHIPS Lockwood Folly 2,565 . 4,174 4,372 Northwest 2,002 2,695 2,758 Shallotte 2,294 4,279 4,712 Smithville 2,599 3,518 3,640 Town Creek 2,254 3,315 3,488 Waccamaw 694 925 955 -6- LOCKWOOD FOLLY TOWNSHIP AND ENI IMERATION DISTRICT.
