This report provides an estimate of the increase in the number of housing units and permanent residents of Brunswick
County since the figures reported by the 1980 Census.
The figures used in this report build on the April 1, 1980 Census. It is assumed that housing units for which permits
were issued by December 31 of any calendar year are completed by April 1 of the next year. The authors are aware
that some units, such as mobile homes or manufactured homes, may be in place in a very short period of time and that
other units such as large condominiums may be in the building stage fora significantly longer period of time. Despite
this difference, it is believed that this methodology provides a reasonable estimate of the number of units in place at a
given time.
The estimates contained in this report of the number of housing units added since the 1980 Census are provided by the
municipalities, excepting for Belville, Bolivia and 1%vassa, which together with the unincorporated area, are provided by
ilu• (otinty Building Inspection Department.
A wrier of assumptions were made in order to ;prepare this ieport. First, it was ;issumed that certain characteristics ti s
reported in the 1980 Census prevail. ; hese characteristics are that the percent of housing units that are inhabited by
permanent residents and the number of persons per housing unit remain the same in each small geographic areas used in
the 1980 Census.
The Census was reported by two types of geographic' area identifications. Enumeration Districts were used for the
majority of the County. Census Blocks were used in the more heavily developed areas around Leland. For the Census
Blocks, groupings were used In this study rather than the exact block level. For municipalitites, one figure is reported.
There was no attempt in this report to address where within municipalities growth has occurred.
A key map showing Enumeration Districts and a key map showing Census blocks is provided to assist the reader in
identifying geographic locations within the County.
11
In preparing this report, the Planning Department reviewed each permit issued during Calendar 1987, as to location and
as to character. Only those new residential units that were to use a new septic system were considered new residential
units. It is believed that this report presents a conservative estimate of the County's growth. There may be a growing ~
number of housing units being converted to year-round dwelling units, but no information is available to substantiate
this belief.
A note of caution is made for persons making use of the information from the report. It is the belief of the State
Demographer that this inventory does not make an accurate reflection of permanent resident population, as in the
opinion of that official mobile home residents cannot be considered of such permanency. Only the results of the 1990
census can resolve this question.
In addition, because of the temporary nature of some mobile homes (i.e., on a site for only a year or two and then
relocated) the Planning Department staff has reduced the total number of housing units in the unincorporated part of
the county by 1%.
