Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Hello Ms. Styron,
I am contacting you on behalf of my parents, Ronald and Patricia Harms, 814 South Yaupon Terrace, Morehead City,
NC 28557. They lost a substantial portion of their dock in Calico Creek as a result of Hurricane Florence. According to
news coverage following the hurricane, permitting to rebuild would be streamlined through an emergency general
permit. I would like to facilitate that process if possible, and request your guidance on how they can acquire a permit to
rebuild their dock.
I am attaching a Google Maps image of Calico Creek showing the original position and length of the dock prior to the
storm. It extended 100' from the shore -based shed out nearly to the edge of the channel. At low tide, only the very end
of the dock covered any water. I also attach one photograph pre -hurricane taken from the end of the dock looking back
to shore, and two photographs of the current condition of the dock post -hurricane. Dad can still catch a few blue crabs
from the end of the remaining stub dock at high tide.
In addition to the basic request for assistance in permitting, I include supplementary materials documenting the use of
the dock as a research platform. Copied below is an email from Eric Morris, Division of Water Resources, Department of
Environmental Quality, indicating the intention of his office to use it in a water quality study, before the hurricane
interrupted those plans. And I attach a published paper based on blue crabs collected from the dock (Minter et al., blue
crab anesthesia with alfaxalone). I have also used the dock as a source of marine invertebrates and small fish used in
teaching aquatic animal health to veterinary students from my position at the NCSU Center for Marine Sciences and
Technology (collections carried out under permit from DMF).

Thank you again for sharing your dock with us!
It was a pleasure seeing you both again, and I'm looking forward to our work out there this fall.
As we discussed last week, I'm aiming to have our crew there during the neap tide over the week of
October 16-18. If the weather is not an issue, I'd like to arrive around 7:30 on Wednesday the 17th and
have everything ready to deploy during low tide (about 9am). We'll have folks out there all day
collecting data, and then we'll leave some equipment deployed overnight and return for a final sample
collection the following morning.
The purpose of this effort is to measure the sediment oxygen demand and nutrient flux in the sediments
df Calico Creek.
