Purpose and Need: NCDOT Bridge Management Unit records indicate Bridge No. 135 has a sufficiency rating of 47.51 out of a possible 100 for a new structure. Bridge No. 135 has timber elements that are 51 years old. Timber components have a typical life expectancy between 40 and 50 years due to the natural deterioration rate of wood. Components of the concrete superstructure and timber substructure have experienced an increasing degree of deterioration; and it is no longer feasible to address this deterioration through maintenance activities. The posted weight limits on the bridge are 26 tons for single vehicles and 31 tons for truck -tractor semi -trailers. The bridge is approaching the end of its useful life. Replacement of the bridge will result in safer traffic operations. _Anticipated Permit or Consultation Requirements: A Nationwide Permit 3 and corresponding Water Quality Certification 4085 will likely be required for impacts resulting from this project. In addition, the 404 Permit will likely be applicable. A NC Division of Water Resources (NCDWR) Section 401 Water Quality General may be required prior to the issuance of a Section 404 Permit. Other required 401 certifications may include a GC 3366 for temporary construction access and dewatering. The USACE holds the final discretion as to what permit will be required to authorize project construction. A Coastal Area Management Act (LAMA) General permit will be required for this project. The project area is plotted in the southeastern portion of the Pinetown USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on February 19, 2015. No previously recorded archaeological sites are recorded within the APE, but one site (31BF73) is reported with a mile of the bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2015), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. An archaeological field investigation was carried out on March 11, 2015, to evaluate the project area. A revisit to the project area to conduct work within the expanded APE was conducted on June 7, 2017. Bridge No. 135 and Post Road cross Rowland Creek roughly north to south. The stream drains to the west and is a tributary to Bath Creek. These waterways are part of the Tar -Pamlico drainage basin. The APE consists of a floodplain with stream terraces to the north and south (Figure 2). Ground disturbance is minimal to moderate with the greatest disturbance coming from the previous road alignment to the west of Post Road and a push pile of debris to the northwest. Properties consist of a forested swamp primarily to the east, residential lawns to the southwest, an overgrown agricultural field to the southeast, a clear cut utility corridor to the northwest, and cultivated fields at either ends of the APE (Figures 3-6). The APE is composed of two soil types according to the USDA soil survey map (see Figure 2). The floodplain is made up of Muckalee loam (Me). The series is nearly level, poorly drained, and subject to frequent flooding. It is unlikely to yield any significant cultural resources associated with early settlement activities due to being persistently wet. Altavista find sandy loam (AvA) is present on the stream terraces. This series is moderately well drained with a slope of less than 2 percent. It is possible for intact deposits to be present on this soil type due to it being dry with little slope and minimal disturbance. As a result, subsurface testing was required for this series. A review of the site files suggest that B-4430 might have been previously reviewed by OSA, but no Environmental Review (ER) number associated with the project could be found. Several investigations have been conducted in the area, but most all have been carried out over a mile away. Only one site (31BF73) is in the vicinity of the bridge. Site 31BF73 was first identified by the University of North Carolina at Chapel Hill in 1956. It is prehistoric site dating to an unknown time period and situated on the western bank of Bath Creek. Its eligible for the National Register has yet to be assessed. Overall, more work is needed in the area to better understand site placement in this portion of the county. A historic map review was conducted prior to field work as well. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads, settlements, and drainages. An approximate location for the road and crossing can be found on Henry Mouzon's 1775 map of North Carolina (Figure 7). This map shows the old Post Road or "King's Road" that ran from Boston to Wilmington. It closely follows the alignment of the current Post Road, but the exact route is unclear. Later maps such as the U.S. Coast and Geodetic Survey of 1874 provide a highly detail picture of the Pamlico River and surrounding area (Figure 8). Here, the road and crossing over Rowland Creek are illustrated at or near the current bridge location, but no structures are plotted in the vicinity. Early 20th century maps show a more modern layout for Post Road. Later maps provide no other useful information. As a result, it is unlikely for any deposits associated with former significant structures to be encountered, but remnants of the old Post Road might have been present within the APE. The possibility of this road required a reconnaissance of the project area. The archaeological field investigation at Bridge No. 135 consisted of a surface inspection followed by five shovel test placements (STPs) (STP# 1-5) along the stream terraces north and south of the bridge during the initial investigations in 2015 (see Figure 2). Subsequent work during the 2017 revisit included the excavation of 25 (STP# 6-30) additional STPs. The surface inspection identified an earthwork feature recognized as a likely mill dam east of Post Road and running from the northwest to southeast (see Figure 2). It was recorded as archaeological site 31BF427. The dam is approximately 2 to 3 in (ca. 7 to 10 ft) high at the creek's edge and approximately 1 in (ca. 3 ft) wide (Figures 10-12). The dam is heavily damaged and no longer crosses Rowland Creek. It appears that soil from the dam has been borrowed with a large gap in its northern section and several circular pits found throughout. The northern half is approximately 32 in (ca. 105 ft) in length stretching from road to the creek. The southern portion is approximately 72 in (ca. 236 ft) long with a bend to the east. This section runs from the creek to a gravel access road, but it could extend further south. A Lidar image of the site was used to help distinguish feature that might have been missed during the surface inspection (Figure 13). The dam is clearly defined north of the gravel access road, but becomes mixed with the road berm once the two meet. The site boundaries are based on the clearly defined portion of the dam. The remains of no structures were found along the dam, but the Lidar image hints a depressed square outline just outside the APE on the stream terrace to the northeast (see Figure 13). This is likely the remains of a former farm structure (barn) or house not associated with the dam. The field inspection could not identify any structural material in this particular area other than the depression. As a result of its non - association, it was not included as part of the site. No subsurface tests were carried out on the Site 31BF427, since standing water surrounded the dam and no evidence of a structure was apparent on the feature. The dam probably dates to the 19th or early 20th century, but no suggestion of a mill could be found on maps or in the written record. Site 31BF427 is recommended as not eligible for the National Register of Historic Places due to being insignificant in the historic record and a lack of integrity cause by ground disturbance. Subsurface testing, however, was carried out along the stream terraces. Eighteen were placed to the south with nine each in the southeast and southwest quadrants, while 12 were excavated to the north with seven in the northeast quadrant and five in the northwest. STPs were plotted approximately 30 in (ca. 98 ft) apart. No STPs were excavated in the floodplain due to poor soils and/or standing water. The stratigraphy general consists of three soil layers. The upper layer is a 10 to 25 cm (ca. 4 to 10 in) thick very dark gray (IOYR 3/1) loam near the edge of the terraces or a dark yellowish brown (IOYR 4/4) loamy sand in the cultivated fields. It is followed by a 10 to 15 cm (ca. 4 to 6 in) layer of brownish yellow (1 OYR 6/6) sandy loam at the edge of the terraces or a light yellowish brown (2.5Y 6/4) sandy loam in the fields. Last, subsoil is a strong brown (7.5YR 5/8) sandy clay loam that extends to at least 55 cm (ca. 22 in) below the surface. No cultural material was identified in any of the STPs. The wooden remains of an earlier bridge were identified in the water and along the banks just west of the current bridge (Figure 14 and 15). These appear to date from the early 20th century and represent an earlier road alignment for Post Road. It is likely that this earlier road follows the same path as the old Post Road or "King's Road." Although the alignment of the old Post Road can be speculated, no road traces remain on the landform to the north and south of Rowland Creek. The revised archaeological investigations for the proposed replacement of Bridge No. 135 show that no significant archaeological sites are within the APE. Although historic site 31 BF427 was identified during the surface inspection, the site is heavily damaged and has no historic significances. Subsurface testing also failed to provide any contributing material to the site.
