This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

pipe at the intersection of SR 1300 Battleship Road NE, and SR 1352 (USS North Carolina Road)
in New Hanover County.WBS number: 3.206511
Dear Mr. Lane:
The North Carolina Department of Transportation (NCDOT) is proposing to replace the existing
30" in diameter by 60' in length crossline pipe at the intersection of SR 1300 Battleship Road NE
and SR 1352 USS North Carolina Road. The proposed new pipe will maintain the same length and
diameter as the existing pipe and will continue to convey water from the existing coastal wetlands
to an existing tidal ditch contiguous with the Cape Fear River. NCDOT is requesting DCM
approval of the pipe replacement via CAMA General Permit 07H.2300.
Please find attached:
1. Copies of the letters sent to the adjacent riparian property owners.
2. MP-1 Application Form and MP-5 Bridges and Culverts form.
3. Vicinity Map & permit drawings detailing the project limits.
The department anticipates that a permit fee of $400.00 will be charged to the subject WBS

Upland grasses on the maintained road shoulder. Marsh elder (Iva frutescens) and Wax Myrtle (Morelia cerifera) are present in the
transition areas and Common Reed ( Phragmites australis) is the dominant wetland species adjacent to the road.

existing derelict boat landing.

5. Activities and Impacts

The purpose of the project is to replace the existing deteriorated crossline pipe to continue to allow for conveyance of stormwater and aquatic
passage under the existing roadway. The site will function the same as it functions now upon project completion.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
Dewatering of the construction site will be accomplished by installing sheet piles approximately 5' upstream and 5' downstream of the existing
inlet and outlet which will tie back in to the road shoulder. A bypass -pump will be used to dewater the site and any effluent from the construction
area will be directed to a silt bag for treatment prior to discharge back into the stream. The project will require the use of excavators, dump
trucks, grader and rollers to removed the existing asphalt and pipe and install the new pipe and lay the new asphalt on top.

This is a follow up to the previous adjacent property owner notification dated August 24, 2018. The
North Carolina Department of Transportation (NCDOT) has been informed that additional
information was sought regarding the proposed crossline pipe replacement adjacent to your
property on SR 1300 ( NE Battleship Road) near the intersection with SR 1352 ( USS North
Carolina Road). The existing corrugated metal pipe measure 30" in diameter and 66' in length. The
proposed aluminum pipe replacement will maintain the same length and diameter. The NCDOT
will be requesting a CAMA General Permit 07H.2300 and are required to notify you as the adjacent
riparian property owner. Please indicate your position or viewpoint on the proposed project and
return the completed form and any comments to: Mr. Stephen Lane, Division of Coastal
Management, 400 Commerce Ave., Morehead City, NC 28557 or call (252) 808-2808.
Should you have objections to the project, your comments must be received within 10 days of
receipt of this notice. No response within 10 days will be considered the same as no objection i�ECEIVED

Regarding the Battleship Road pipe replacement. I mailed the entire CAMA permit application package, including
detailed plans of the pipe replacement, certified mail return receipt requested to Team Carolina Marine at Address: 131
Plantation Ridge Drive, Suite 200, Mooresville NC 28117. 1 spoke with USPS yesterday because I saw an alert on the
tracking info ( Tracking No: 7016 0340,Z000, 8679, 6007). LISPS informed me that the package had not been retrieved
by the property owner. I understand that you are representing the property owner so I wanted to let you know. I also
attached an electronic copy of the package that was sent. Please feel free to let me know if you have any questions or
concerns.
