Box 3069 Bald Head Island, NC 28461 marekyd@ec.rr.com August 12, 2018 Ms.Tara MacPherson NCDEQ Division of Coastal Management 127 Cardinal Drive Extension Wilmington, NC 28405 Re: Repair Exemption and/or Letter of Refinement Request, CAMA Permit #41-85 Indigo Plantation Marina for repair of failed C-Dock concrete marina bulkhead Dear Ms. MacPherson, On behalf of Bald Head Island Limited, LLC, I am submitting this request for repair exemption and/or letter of refinement to repair damage at their Indigo Plantation Marina, Southport, NC. I am including 5 color copies of 11"x17" drawing C-1, seal dated 8-12-18, showing pictures of the failed bulkhead section, and its approximate length/location. The harbormaster has already taken safety steps of relocating vessels from the affected area, turning off of the power to the dock pedestals and cordoning off of the area. The failure occurred on Saturday, August 11. By Sunday Morning August 12, there was dramatically more bulkead movement. The C-Dock Docks and Dock Plies seemingly are all that is holding up the bulkhead from catastrophic collapse. From the pictures, the exposed tiebacks still appear to be intact/in tension. With all of the recent record rainfall, I believe that the tieback deadmen have been displaced, allowing the concrete sheet pile wall to rotate and cause breakage/separation of the reinforced concrete cap. Please note that we may have to take additional emergency measures prior to you processing this request. As the structural guy, this is ugly. I can see having to temporarily add some timber piles, quantity unknown, either between the failed bulkhead and the dock, or to the waterside of the dock to help hold it to hold the bulkhead wall. Fortunately, the damage has/had not involved the marina chamfer corner. Hopefully that remains the case. Closer inspection may indicate "issues" to the corner or the entire length along C-Dock. The NC Building Code in recent years has developed rules/regulations on tieback best practices. Any new or additional deadmen will probably need to be appx 20' back from the bulkhead (i.e. 20' x 1 '4" diameter galvanized steel, sloped tiebacks). A permit condition of 41-85 is for no excavation or fill in a wetland. The Indigo Marina Permit did not have the 20' maintenance/access buffer that our newer 1996 Deep Point Marina has for its entrance wetlands. I have shown a red hatched area appx 20' wide from the backside of the original bulkhead line on C-1. We may need 25'-30'to properly install new deadmen and not drive over the tiebacks while straightening up the wall. Hopefully some or most of the wall can be re-used, but being initially cautious, I am semi-preparing for new concrete sheets, and definitely a new reinforced concrete cap. Steel sheet pile may be an intermediate step, especially if a tropical storm or hurricane is predicted.
