Dear Ms. Hair
On behalf of Bald Head Island Limited, LLC. I am submitting this pdf letter, along with pdf copies of my
11x17 repair drawings W1 Rev 1 and Si Rev 1, all seal dated 8-28-18, for COE approval to repair
damage at their Indigo Plantation Marina, Southport, NC. Thank you for taking the time to visit the site
last Friday, August 24.
Drawing WI Rev 1 shows the wetland delineation(s) by Wes Fryar of Land Management Group, that
you concurred on. ESP & Associates will be surveying the flags for proper documentation, hopefully
this week. Drawing SI Rev 1 includes my bulkhead calculations to verify the appropriateness of
minimum 20' long steel sheet pile, PZ27 or per my approval. We will be using tiebacks at 9' o.c. and
concrete deadmen. I am still sizing the steel top whaler/beam and the concrete deadmen, in
conjunction with our contractor and material style/availability. I have added notes to both drawings
reqrding the requirement for a turbidity curtain and for contractor to use caution to avoid the
wetlands at the pinch point near the east end of C-dock when bringing his trucks/equipment to the
much wider upland repair site. On S 1 I indicated a proposed location for the turbidity curtain utilizing
existing finger piers and dock piles. The curtains will need to be relocated once barge mounted
equipment is brought in to remove the failed concrete cap and concrete sheet pile.

Hi Tara and Liz,
Post Hurricane Florence inspections at Indigo show a continued bulging of the concrete sheet pile bulkhead between the
ends of slip Al and Bl. This is very close to the marina access road. I think it is same case of rain soaked ground letting
the deadmen slide or rotate towards the marina,as the tiebacks appear to still have some tension. This is landward of
the identified wetlands. I believe that the deadmen are probably under the asphalt.
The hurricane delayed our end of C-Dock repair. Ram Jack believes they can pull the existing concrete sheet pile vertical,
and replace the one broken end sheet and pour a new concrete cap. They need to visit once again as their original visit
was before Florence. If they mobilize to do the end of C-dock, Bald Head Island Limited, LLC would like to have them
add helical tiebacks at the section of bulkhead between Al and Bl. Can we do this under the same repair
exemption/COE authorization? Or how should I present it?
Also,they propose rather than excavating at the pile vertical seams to verify/reinstall new silt cloth,that they would like
to use an injected grout similar to the "mountain grout"that we used at Deep Point several years ago (in the Dave
Timpey era. Would this be acceptable? and they appear to be offering us a good deal if they could do all of the
concrete sheat pile vertical seams to the backside (3'wide concrete sheets) while they are at Indigo and mobilized.
Same repair exemption or does it need a Letter of Refinement or Minor Mod?
