Wilmington,NC 28405 RE:Post Hurricane Florence Remediation Permit—Surf City,NC Jason, Thank you for all your hard work after Florence. I can only imagine the stress you and your colleagues are under. Please find attached drawing for the first"phase"of the Surf City Cleanup and Emergency Berm. The Town is requesting a permit for the following activites: 1. Removal of Debris from the Beach-The Town requests permission to use heavy equipment including, but limited to,front end loaders,bulldozers,excavators,and off-road dump trucks to remove construction debris and heavy vegetation debris from the beach. Material will be taken off island and disposed of in previously designated landfills. 2. Emergency Storm Berm-The Town would like to place all of the over-washed sand scraped from the road and screened into a 6 cy/lf emergency berm,per FEMA standards. Since it is not practical to place any of the emergency berm feature into the daily wave run-up zone,the seaward toe of the berm has been limited by the toe of dune visually observed in the May 2018 aerial photography or the existing 5' NAVD contour,whichever is more restrictive. We do not believe the overwash sand will provide sufficient quantity for the emergency berm. It is the Town's intention to haul in the remaining quantity from the ST Wooten sand mine on HWY 421 that was previously approved for use at North Topsail Beach. 3. Sand Bag Placement at North Shore Drive-The Town wishes to places sand bags along an approximately 1,000 section of North Shore Drive where the dune is completely decimated and the road is in jeopardy.The sandbag revetment will consist of 4 rows of 3'x5' sandbags placed with base elevation of approximately 4' ft NAVD and a top elevation of approximately 8' NAVD. Once we survey the remainder of Surf City we will be requesting a 6 cy/lf Emergency Berm for that portion of the Town as well.Thank you for your help in this matter.
