adjacent riparian property owner.
The beach bulldozing permit allows for a 1' depth sand "push" up into the existing vegetation/dune
line, like what we did after losing substantial amounts of beach during Hurricane Matthew. Shoals
Club property width at the south (beach) side is appx 420 feet and at 3210 is 110 feet for a total width
of 530 If.
As the adjacent riparian property owner to the aforementioned project, I am required to notify you in
order to give the opportunity to comment on the project. Please review the included
documents/drawing. I have included the Division of Coastal Management Notification/Waiver Form,

Matthew Godfrey said that there are no documented remaining nests in the area (two of them have hatched). The
Service does not object to the request for beach bulldozing at the Shoals Club. If eggs or hatchlings are discovered
while bulldozing,the operator should stop and contact BHIC, NCWRC, and USFWS.

unique intersection of the Bald Head Island South and East Beaches of the Atlantic Ocean at the landward
end of "Frying Pan Shoals". The area is part of the Village of Bald Head Island. Hurricane Florence,
September 15, 2018 destroyed over 25+/- ft of existing dune line, sand fence and vegetation such that
there is no longer any dune to the immediate south and west of the Club swimming pools. Sand washed
into the Kiddie Pool.

My September 26, 2018 measurements to Low Water and NHW were taken at approximate 1 hour before
Low Tide, and were witnessed by Village of Bald Head Island Building Inspector/LPO Stephen Boyett. From
the vegetation line/somewhat escarpment line to measured Low Water was 175' at the centerline axis of
the pools, and 195' near the east property boundary escarpment. We'll accept my one hour before low
tide as being close enough to NLW. High tide appeared to be about 10' waterward of the
vegetation/escarpment line, making NHW to NLW 165' at the centerline of the pools axis, and 185' at the
east property boundary. This is somewhat consistent with prior measurements of 150 +/- LF from
escarpment to NLW considering the appx 25'+/-ft of dune loss.
Distances from the vegetation/escarpment line to the nearest development are as follows: to the pool
complex perimeter fence, 70 If+/-; to the bocce ball court, 75 If+/-; to the concrete Kiddie Pool deck 103 If
+/-; and to the Kiddie Pool water surface south edge 123 If+/-.

House Way and Lot 3210 to the left of it. Bald Head Island, NC 28461. The State Owned "Beach Parcels 9-
12" Brunswick County Deed Book 1246, Deed Page 0258, 8-2-96 are seen to the right in the photo. Yellow
line is the appx 103 If to the concrete kiddie pool deck of the Shoals Club. Lot 3210 west edge is at the
center of a shared wood walkway with the next west adjacent property. Lot 3210 is appx 110 If wide at the
waterward end and the Shoals Club is appx 420 If wide for a total width of 530 If+/-.

The approximate boundaries for the proposed sand push are shown above. Push request is for max depth of
1' below NHW, from NHW out to NLW. Included in this request is the intent to install new sand fence and
vegetate at the appropriate planting time with sea oats and or other beach grasses. Impact area below NHW
to NLW is 175' avg x 530' = 93,000 sf+/-. The area above NHW to the escarpment can be considered as
an appx 10' strip x 530' = 5300 sf. However, based on past sand pushes, we usually get a 15' to 20' dune
build up, so disturbed area above NHW is closer to 30'x 530' = 16,000 sf.
By separate e-mail correspondences between agencies, it has been determined that there are/were no turtle
nests in the area. Visual observation on September 26, 2018 also indicated no sea turtle nests. As Turtle
nesting season moratorium continues through November 15, we will take appropriate measures and
notifications if a nest or nests are encountered.
