The proposed pier by Mr. Doug Southerland at 681 East Water Street in the Town of Belhaven, North Carolina is consistent with North Carolina Administrative Code 07H.1200 (See Attached). The project as proposed is consistent with the appropriate rules and regulations of this Division. Therefore, on 6 December 2017, Mr. Steve Trowell, a member of my staff, issued CAMA General Permit No. 70623-B in Beaufort County, authorizing the aforementioned project, (see attached copy of permit). If you wish to appeal this permit decision, you must file a request with Mr. Braxton C. Skvarla, III Secretary A riparian buffer authorization is required for pier and docking facilities access ways through the Tar -Pamlico & Neuse River Riparian buffer per Division of Water Quality (DWQ) regulations 15A NCAC 0213.0233 & .0259. The Division of Coastal Management (DCM), through a Memorandum of Understanding with the Division of Water Quality (DWQ) has reviewed your project proposal and has determined that the project as proposed complies with the aforementioned regulations. Those activities covered by your Coastal'Area Management Act (CAMA) permit have received Buffer Authorization as. long as the. project is constructed in a manner that continues to meet all of the conditions listed below. Water St, Belhaven, NO. We ask that the application be denied. The drawing of the project does not indicate where on the property the pier is proposed. There are no detailed written specifications for the project. The proposed pier is massive: 150 feet long with two boat lifts, two platforms, and a catwalk. There would be a total of 1268 square feet of decking shading the water. The shade impact of such a large structure would negatively impact water quality. The size and complexity of this proposed project is way out of line compared to other piers in the neighborhood. The proposed pier length of 150 feet is more than twice as long as the nearby piers on the Blythe and Wulforst lots. The Wulforst pier, adjacent to my property and closest to the proposed Sutherland pier, is 60 feet in length. Section 15A NCAC 07H.1205 Specific Conditions (b) states "Piers and docking facilities shall not extend beyond the established pier length along the same shoreline for similar use."
