This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

Atlantic Harbor Pilot Channel Emergency Maintenance Dredging
Project Narrative
Carteret County requests authorization via a General Permit to conduct maintenance dredging from the
entrance to the Atlantic Harbor of Refuge in Core Sound (Sheet 1). Maintenance dredging will remove
approximately 1,000 cubic yards (CY) to create a narrow channel through a heavily shoaled area
immediately outside the harbor entrance for the local shrimping fleet. The maximum dredge depth will
extend to approximately -6 MLLW, inclusive of a 1-ft overdepth allowance in the design template. The
pilot channel will encompass a maximum of approximately 20-ft within the center of the historically
federally maintained channel, exclusive of the proposed 3(H) :I(V) side slopes.
Project Goals
The emergency maintenance project will provide relief to the navigation burden experienced along the
entrance to Atlantic Harbor of Refuge. Although the maintenance dredging will not occur inside the harbor
entrance, the dredging should alleviate a large portion of the navigation issues surrounding the harbor. The
controlling depth entering the harbor will remain between -2 and -4 MLLW based on hydrographic survey
data collected by the USACE in May 2017. Additional shoaling may have occurred since the USACE
surveys; however, no dredging will occur closer to the harbor entrance than shown on the attached drawing.
Sediment Compatibility
The maintenance dredging will remain outside of the entrance to avoid potential soil contaminants
identified within the harbor. Sediment samples collected approximately 250-ft inside the harbor entrance,
as measured along the channel centerline from the proposed work, provided elevated concentrations of
metals and semi -volatile organic compounds. Some of the measurements obtained exceeded the state
guidelines for protection of groundwater screening values. Therefore, the proposed emergency dredging
avoids this area to reduce the risk of potential impacts feasible from disturbing the sediment.
Additional testing approximately 250-ft outside of the harbor from the work commencement point (Station
2+00) showed decreased levels of the same contaminants. Based on a risk assessment tool provided by the
NCDEQ — Division of Waste Management, the samples collected outside of the harbor entrance should not
present a risk for upland placement. Therefore, the maintenance dredging operations focus on the areas
outside of the harbor to minimize potential impacts.
Sediment Disposal
Approximately 1,000 CY of dredge spoil will be directly placed in a Carteret County -owned site adjacent
to the work area referred to as "White Point" and shown on the attached map (Sheet 1). The County has
provided a letter verifying ownership of White Point as well as secured an easement for construction
equipment access (see attached documentation).
The material will be dewatered and placed within the upland disposal site with the intent of permanent
storage. Earthen berms and / or a weir system will be used to prohibit the effluent waters from approaching
within 30-ft of the shoreline. Drainage of the effluent waters will occur only after the material has settled
in the water column. The effluent waters will not be allowed to re-enter Core Sound or any adjacent waters
within 15-ft waterward of the MHW line. This will be accomplished through a drainage pipeline from the
material placement site or through bucket to barge dredging operations. If a hydraulic dredge conducts the
work, the effluent will be discharged through a weir system with a drainage pipeline extending a minimum
of 15-ft beyond MHW. If a clamshell dredge conducts the work, dewatering will occur during the
excavation process and prior to the material placement within White Point.
