The North Carolina Department of Transportation (NCDOT), Division of Highways proposes to install Intelligent Transportation Systems (ITS) infrastructure along I-140 (Wilmington Bypass) between I-40 and US 17 in Brunswick and New Hanover Counties. All work will occur within NCDOT right-of-way (ROW) acquired as part of R-2633 Sections A, B, and C. Final Environmental Impact Statements were completed in November 1997 (R-2633C) and April 2007 (R-2633A/B). R- 2633C (I-40 to US 421) is already constructed, while R-2633A/B (US 421 to US 17) is either already constructed or in the process of being constructed. ITS infrastructure includes conduit, cable, closed circuit TV, and associated cabinets and junction boxes. Cable will be installed via directional bore along the road corridor, or run through new or existing conduit attached to bridges, including those over the Northeast Cape Fear and Cape Fear Rivers. While all work will occur within previously acquired ROW, it was assumed that all land disturbance will occur in wetland areas. Therefore, there will be a total of 0.03 acre (1,296 sq. ft.) of permanent wetland impacts due to ITS installation.
