WBS number: 17BP.3.R.55 Dear Mr. Lane: The North Carolina Department of Transportation (NCDOT) is proposing to replace Onslow Bridge Number 13 on SR 1434 Belgrade Swansboro Road in Onslow County. The bridge spans Grants Creek and is located 0.53 mile south of SR 1435 Brighttown Road. The existing bridge is a 3-span with each at 30', 2" long. The proposed bridge is a 2-span with 1 @ 70' and 1 @30' cored slab. The proposed bridge will provide a setback from the banks and remove a bent from the stream. Please find enclosed the completed DCM MP-1 and DCM MP-5 application detailing NCDOT's proposal under Sections .1600 and .2300 General Permits. NCDOT plans to utilize the authorizations under the US Army Corps of Engineers (USACE) Nationwide Permit 3 and Department of Environmental Quality, Division of Water Resources (DEQ, DWR) Water Quality General Certification No. 4132. In addition to the MP-1 and MP-2 applications, please find attached: 1. A topo map of the bridge location 2. "No survey required" forms for archaeology and historic architecture 3. Copies of the letters sent to the adjacent riparian property owners 4. Original signed and returned green cards from the certified mail notice 5. Permit drawings detailing the project impacts, including a wetland and surface water impacts summary (table) 6. A partial plan set including utilities and utilities by others plan sheets Scoping comments from the North Carolina Wildlife Resources Commission indicate that Grants Creek is designated as an Anadromous Fish Spawning Area. An in -water work moratorium from February 15'h to June 30'' should be followed. Due to a geotechnical finding, Onslow Bridge 13 will require drilled piers with permanent steel 0 casings at the interior bent. As shown on the permit drawings, temporary excavation is shown in -{ n 73 ca N O 00 high ground where the slope will be excavated so that equipment can access the interior bent. Mats will also be used in an existing scoured area (within the JS line) which is proposed to be permitted for fill with Class 2 riprap. These mats will also facilitate equipment access for the drilled piers and the area is called out on the permit drawings (vicinity of -L- Sta. 17+00). The department anticipates that a permit fee of $400.00 will be charged to the subject WBS element number. Please let me know if I can provide any further information. The archaeological Area of Potential Effects (APE) measures 600ft in length (300ft from each bridge end -point) and 150ft in width (75ft from each side of the SR1434 center -line). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Permitting and funding information was reviewed for determining the level of archaeological input required by state and federal laws. Based on the submitted "request for cultural resources review" form, the project is state - funded with federal permit interaction. As such, Section 106 of the National Historic Preservation Act will apply. Next, construction design and other data was examined (when applicable) to define the character and extent of potential impacts to the ground surfaces embracing the project locale. The dimensions of the APE were formulated to capture any federal permit areas. Once an APE was outlined, a map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, January 5, 2017. No previously documented archaeological sites are located within the APE. Several prehistoric archaeological sites are situated nearby, increasing the archaeological site potential of the study area. Historic structure locations often harbor archaeological deposits and features related to the former occupation of a property. An inspection of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties employing the NCSHPO website evidenced one NRHP site (Palo Alto Plantation) located immediately north of the study area. The boundaries of this resource do not extend into the currently defined APE. In addition, historic maps of Onslow County were appraised to identify former structure locations, land use patterns, or other confirmation of historic occupation in the project vicinity. Archaeological/historical reference materials were inspected as well. In general, the cultural background review established that no NRHP listed properties, previously recorded archaeological sites or cemeteries are located within the APE. Based on cultural -historical factors, the APE is considered to have a moderate potential for the documentation of archaeological resources. Further, topographic, geologic, flood boundary, lidar, and NRCS soil survey maps (Mk, NoB) were referenced to evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in past occupation at this location. Aerial and on -ground photographs (NCDOT Spatial Data Viewer) and the Google Street View map application (when amenable) were also examined/utilized for additional assessment of disturbances, both natural and human induced, which compromise the integrity of archaeological sites. Environmental/impact factors do not suggest a heightened potential for archaeological resource recovery.
