WBS number: 17BP.3.R.56 Dear Mr. Lane: The North Carolina Department of Transportation (NCDOT) is proposing to replace Onslow Bridge Number 11 on SR 1434 Belgrade Swansboro Road in Onslow County. The bridge spans Starkeys Creek and is located 0.77 mile north of SR 1428 Riggs Road. The existing bridge is a 2-span with both at 35' long. The proposed bridge is a 2-span with 1 @ 25' and 1 @55' cored slab. The proposed bridge will provide a setback from the banks and shift the interior bent away from the stream channel. Please find enclosed the completed DCM MP-1 and DCM MP-5 applications detailing NCDOT's proposal under Sections .1600 and .2300 General Permits. NCDOT plans to utilize the authorizations of the US Army Corps of Engineers (USACE) Nationwide Permit 3 and Department of Environmental Quality, Division of Water Resources (DEQ, DWR) Water Quality General Certification No. 4132. In addition to the MP-1 and MP-2 applications, please find attached: 1. A topo map of the bridge location 2. "No survey required" forms for archaeology and historic architecture 3. Copies of the letters sent to the adjacent riparian property owners 4. Original signed and returned green cards from the certified mail notice 5. Permit drawings detailing the project impacts, including a wetland and surface water impacts summary (table) 6. A partial plan set including utilities and utilities by others plan sheets Due to a geotechnical finding, Onslow Bridge 11 will require drilled piers with permanent steel casings at the interior bent. As shown on the permit drawings, temporary excavation is shown in high ground where the slope will be excavated so that equipment can access the interior bent. Mats will also be used on the same side in front of proposed end bent 1. These mats will also facilitate equipment access for the drilled piers and the area is called out on the permit drawings (vicinity of -L- Sta. 15+00). The department anticipates that a permit fee of $400.00 will be charged to the subject WBS element number. Please let me know if I can provide any further information. Stormwater runoff on the existing bridge discharges directly into the water by running off the side of bridge below barrier rail along the full length of the bridge. The proposed bridge will have no direct discharge into the water as the water will be directed away from the surface water through pipe outlet. The proposed pipe outlet has a rip rap pad to dissipate energy before entering the wetlands northwest of the proposed bridge. Minimal fill from the rip rap pad will result based upon the pipe outlet not being pulled back from the wetlands due to the depth of the pipe vs. the height of the fill slope/existing ground. Mechanized clearing is proposed in 4 locations in the wetland along the west side of the road. I. Detailed design mapping was not available at the time of the review. This is proposed as a replace -in -place bridge with an offsite detour. The new bridge may feature a wider deck or may be higher and new ROW and/or construction easements may be required for fill, cuts and drainage that exceed the existing ROW and soil disturbances along the margins of the project. For purposes of this archaeological review, the archaeological Area of Potential Effects (APE) is approximately 100 feet wide. A maximum project length of about 700 feet is expected. This is a state funded project, however, a permit is anticipated from USACE (and possibly also WQC and CAMA), therefore, this is a federal undertaking and Section 106 of the National Historic Preservation Act applies for archaeological review. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: USGS mapping (Stella) and aerial photography was studied (see Figures 1 and 2). The immediate surroundings along SR 1434 and Bridge No. 0011 are undeveloped wooded parcels with no residences or businesses in or adjacent to APE. Utility easements are present crossing parallel with the APE including a possible water or sewage line next to the bridge on the west side. Beyond the APE area scattered residences, an athletic complex on the south (located at Tabernacle/White Oak School marked on USGS mapping) and a cemetery on higher ground northeast of the project. One soil type dominates the project APE, the aptly named Muckalee loam (Mk). This soil is poorly drained and frequently flooded. Due to the general undesirable nature of low, wet soils for human occupation, the probability for archaeological sites to be present is low. Raising to the south, a smaller percentage of the sloped Marvyn loamy fine sand (MaC) is present near Collingwood Lane. Due to the frequency of flooding of Mk and the marginal impacts and slope towards the southern APE, these soils suggest a lowered probability for the presence of archaeological sites, especially those that might have intact, signifance remains eligible for listing on the National Register of Historic Places. Virtual drive -by was available using Bing Maps. Conditions at the street -level show the wooded parcels as low-lying, but standing water is not present. No cemeteries or other interested elements were noted Wept northeast of the project where a cemetery was seen which also appears on new and historic USGS gypping as well as the NC Cemetery GIS database maintained by NCDOT archaeologist Paul J. The John Robert White House (HPO - 3100569, ER 09-2177) is located south of the project near Morton Fork crossroads. It is interested to note that an elevated landform on White Oak River about 9000 feet to the northeast was surveyed (ER 92-7580, Bibliography 3616) and contained archaeological remains (31 Jn96, 31 Jn97, 31 Jn98 and 31 Jn99) on that better drained landform near a larger source of water. These were generally very small while 31Jn96 was larger, perhaps with an African American affiliation. For this undertaking, the proposed replace in place bridge project will have a relatively confined construction footprint. An offsite detour is available for use. New ROW or easements maybe required and the construction footprint may expand, however, the soils present are not highly favorable for archaeological sites. Because there is reduced chance for an archaeological sites to be present, especially ones that might be intact and significant, no archaeological survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This project involves replacing a bridge in place with an offsite detour. While some new ROW or easements may be required, existing disturbances associated by the construction of the current facility and the nature of the low landform and soils suggests a low probability for encountering archaeological sites, especially ones that might be eligible for the National Register of Historic Places. No known archaeological sites will be affected by the project. No archaeological survey is recommended. Therefore, this federally permitted undertaking should be considered compliant with Section 106. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW DESCRIPTIONOFREVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 12 January 2017 and yielded one SL, one SS, and no NR, DE, or LD properties in the Area of Potential Effects (APE). Onslow County current GIS mapping, aerial photography, and tax information indicated a mostly wooded APE (viewed 12 January 2017). The APE intersects the two large parcels on which the study -listed David Sanders Aman House (ON0015) and John Robert White House (ON0569) are located; both resources stand 1350 feet and more north of the existing bridge, on the far side of intervening woodland outside the APE and well beyond likely project impact. Similarly, a cemetery is located on the east side of SR 1434 (Beligrade-Swansboro Road) on the White House property, approximately 1225 feet north of the bridge and also unlikely to be affected by the project. Constructed in 1969, Bridge No. 11 is not eligible for the National Register as it is not representative of any distinctive engineering or aesthetic type. Google Maps "Street View" confirmed the absence of critical architectural and landscape resources in the APE (viewed 12 January 2017). No architectural survey is required for the project as currently defined. WHY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLY PREDICTING THAT THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN THE PROJECTAREA: APE extends 400 feet from either end of the existing bridge (N-S) and 100 feet to either side of the SR 1434 (Bellgrade-Swansboro Road) centerline (E-W) to encompass proposed construction activities and possible project impacts. The comprehensive architectural survey of the county (1987) and related publication, as well as later studies recorded no resources in the APE (I. Daniel Pezzoni, The Architectural History of Onslow County, North Carolina, Richlands, NC: Onslow County Museum, 1998). County GIS and other visuals illustrate the absence of significant architectural and landscape resources in the APE. No National Register -listed properties are located within the APE.
