I explained Andy's hydraulic calculations, along with some of my own, to him and he is ok with the use of the two 42" pipes. Bill and Jay, can you send me a revised application to reflect the changes to the 42" pipes. I have field visits in Division 3 scheduled for Wednesday and Thursday, but I should be able to get a permit out early next week if you get me the revised application before then. A site investigation was performed on June 16th and was noted that the existing 2 @ 24" RCP and 1 @ 36" CMP were blocked 50% with silt. Banks upstream and downstream of the pipes were stable and had vegetation. None of the existing pipes were perched, the inlet and outlet inverts of the pipes were buried below the stream bed, showing no signs of erosion or scour holes that would indicate an undersized structure. The division has had no reports of frequent overtopping or flooding issues. There is roughly 5ft from bed of the stream to the crown of the road on the inlet and outlet of the pipe. Approximately 200 acres drains to the site. Secondary Roads are design for a 25yr storm event (80cfs at this site). The open area of a 24 inch pipe with 50% being block is 1.6 sgft and 3.5 sgft fora 36 inch pipe. The existing total open area of pipes at the site is approximately 6.8 sgft. This is equivalent to a fully functional 36 inch pipe with an open area of 7.1 sgft. Assuming a maximum head (depth of flow before overtopping) of 5 ft, the existing pipes will convey approximately 65 cfs at the inlet (less than a 25yr storm event). This does not meet our current design criteria for a secondary state road. 1 The recommended pipe size for this site is 2 @ 42" CMP, buried 1 ft. The open area of these pipes buried 1 ft is 14.7 sgft. The equivalent pipe size with this area is approximately 2 @ 36 inch (14.2 sgft). Assuming the same water depth of 5 ft (right before overtopping), the inlet capacity of the proposed pipes are 130 cfs (greater than 25yr storm event). The meets our current design criteria for secondary roads. In conclusion, the proposed 2 @ 42" CMP pipes buried 1 ft will have approximate twice the area and inlet capacity as the existing 2 @24 and 1 @ 36 with 50% blockage.
