1.)Cover an existing gravel boat ramp on the Core Sound
waterfront with a 15 foot wide by 35 foot long concrete pad to
prevent recurrent erosion requiring repairs.
2.)Add additional granite to existing groins and sills (see diagram)
to restore original dimensions 24 inch high by 36 inch base
approved with major CAMA permit 42-00 in 2003, sanctioned by
NC Coastal Federation Grant, and reviewed favorably by the

Narrative description:
SHORELINE A.) We propose to establish wetlands in front of an existing wooden
bulkhead on the southeast comer of the property extending 18 feet southward into shallow
water. Backfill would be to. a height of 12 inches above MHW-- gently sloping to the water.
The shoreline would be stabilized with natural granite piled to prevent recurrent erosion.
We propose to plant marsh grass (spartina patens and spardna alterniflora) at one foot
spacings with the hopes of creating a natural wetland to protect further erosion experienced
from the last couple of hurricanes.Thisprojea would duplicate what exists on the western
two thirds of the waterfront property line and would follow guidelines published by the
UNC Sea Grant 81-09.
SHORELINE B.) We propose to extend the rock around the eastern corner of the
property where significant erosion has collapsed and scattered existing rip -rap. The
erosion has extended into the property requiring frequent repairs. Mudrock boulders would
be built to a level of the existing land and not extend past the existing rip -rap. We would
carry this rock along the southeastern property line to connect at the middle of Center Street
with a similar project being performed by our adjacent neighbors, Mr.Roy and Mrs. Norma
Campbell (separate application in progress). Our goal is to stabilize the shoreline which
has eroded causing personal property damage, destroyed natural and recently planted
trees and shrubs, and threatened safe access to the existing pier.

Dear Mr. and Mrs. McGowen:
The Wilmington Regional Office received a copy of the CAMA Major Permit Application for
construction of a granite sill on May 22, 2000. Staff review of the plans and specifications has determined
that the development activities proposed at this time will not pose a threat to surface water quality from
stormwater runoff. The Director has determined that projects that are reviewed and approved by the Division
as not posing a water quality threat from stormwater runoff should not be subject to the stormwater
management permitting requirements of 15A NCAC 2H.1000. By copy of this letter, we are informing you
that your project will not require a stormwater management permit.
If the subject project disturbs five acres or more and has a point source discharge of stormwater
runoff, then it is also subject to the National Pollutant Discharge Elimination System (NPDES) stormwater
discharge requirements. You are required to have an NPDES permit for stormwater discharge from projects
meeting these criteria. The stormwater rules require the Division to permit the common plan of development,
therefore, any future development on the property, regardless of whether a CAMA Major permit is also
required, will require a Stormwater Management Permit application and permit issuance from the Division
of Water Quality prior to any construction.
