The requested permit is for repairing 430 L.F. of bulkhead with vinyl sheet pile, 2500 sq. ft. of decking, 8 finger piers, and install an access ramp to the decking, on the West side of the marina basin. Please find enclosed the Plans and Specifications detailing the construction to be performed along with the signed Adjacent Riparian Property Owner Statements required for this project. It is worthy of note that we initiated the engineering phase of this project with Bearing Point Consultants, Inc., in Morehead City. Unfortunately, prior to completing the process, Bearing Point dissolved their company and closed their doors. Following that, we solicited the services of Mr. W.F. Parker, P.E., to assist us in completing our repair project. After gaining approval from his State Board to modify the Bearing Point plans and assume the engineering role for our project, he entered into an agreement with us to modify the plans and provide administration for our project to completion. GENERAL REQUIREMENTS :I A. EARTHWORK iT 1. Protection of Underground Utilities: The contractor shall verify locations of existing utilities prior to excavation. If utilities are to remain In place, provide adequate means of support and protection during earthwork operations. Should uncharted, or incorrectly charted, piping or other utilities be encountered during excavation, consult with the Owner. Repair damaged utilities to original condition or better. 2. Sedimentation and Erosion Control: Graded areas shall be sodded as soon as possible after grading work IE completed. Aggregate Backfill Materiall: Coarse aggregate for bulkhead backfill shall be of No. 57 or No. 67 In accordance with NGbOT Specifications. I' 3. Adjacent to Structures: Place backfill and fill materials evenly adjacent to structures, piping or conduit to required elevations. Take care to prevent wedging action of backfill against structures or displacement of piping or conduit by canying material uniformly around structure, piping or conduit to approximately same elevation in each lift. 4. Un er Grassed and Landscaped Areas: Use general fill material. 5. Ba klill for bulkheads and retaining structures: Use sand or aggregate backfill material. C. Restore appearance, quality, and condition of surface or finish to match; adjacent work, and eliminate evidence of restoration to greatest extent possible. V. SODDING A: QUALITY CONTROL: 1. Sad Producer. Company specializing in sod production of the specified species with a minimum of 5 years experience, and certified by the State of North Carolina. 2. Installer: Company approved by the sod producer or installer shall have a minimum of five (5) years successful experience in the installation of sodded lawn areas similar in sire to this project. B. DELIVERY, STORAGE, AND HANDLING 1. Deliver sod on pallets. Protect exposed roots from dehydration. 2. Do not deliver more sod than can be laid within 24 hours of arrival on site. ' C. MATERIALS 1. Sod: ASPA Certified Field grown grade; cultivated centipede grass sod with strong fibrous root system, free of stones, burned or bare spots; containing no more than 5% weeds per 1000 sq. ft. 2. Topsoll; Fertile, agrIcutturat soil, typical for locality, capable of sustaining vigorous plant growth, taken from drained site; free of subsoil, stones over 1 inch in diameter, clay, or Impurities, plants, weeds and roots. 3. Fertilizer: Uniform in composition, free flowing and suitable for application with approved equipment, of the proportions necessary to eliminate any deficiencies of topsoil, as indicated in analysis. Fertilizer shall be delivered to the site fully labeled according to applicable state fertilizer laws and shall bear the name, trade name, trademark and warranty of the provider. 4. Water. Clean, fresh and free of substances or matter which could inhibit vigorous growth of grass. 5. Lime: Lime material shall be ground or puiverized limestone which contains at least 50% total oxides (calcium oxide plus magnesium oxide). D. INSTALLATION: Prepare sub -soil and eliminate uneven areas and low spots. Maintain lines, levels, profiles and contours. Make changes In grade gradual. Blend slopes into level areas. Remove foreign materials and undesirable plants and their roots. Do not bury foreign material beneath areas to be sodded. Remove contaminated subsoil. Scarify sub -soil to a depth of 4 inches where topsoil is to be placed. Repeat cultivation in areas where equipment used for hauling and spreading topsoil has compacted subsoil. E. PLACING TOPSOIL: Spread topsoil to a minimum depth of 4 inches over area to be sodded and 4% inches In areas adjacent to seeded areas. F. FERTILIZING AND LIMINCU: Apply rertttizer at a rate as determined by file soil tests after smooth raking of topsail and prior to installation of sod. Apply fertilizer no more than 48 hours before laying sod. Mix thoroughly into upper 3 inches of topsoil. Lightly water to aid the dissipation of fertilizer. G. LAYING SOD: Planting Season: Dormant sod of the specified species can be installed during any period of the year provided that maintenance is provided In accordance with these specifications. Moisten prepared surface immediately prior to laying sod. Lay sod within 24 hours after harvesting to prevent deterioration. Lay sod tight with no open joints visible, and no overlapping; stagger end joints 12 inches minimum. Water sodded areas immediately after Installation. Saturate sod to a depth of 4 Inches. Water shall be applied to the placed sod at rate of 2 inches per week for period of 60 days. Check sod periodically to make. sure that there is proper root development. After sod and soil have dried, roll sodded areas to ensure good bond between sod and soil and to remove minor depressions and Irregularities. Roll sodded areas with roller not exceeding 10.0 lbs. H. MAINTENANCE The Contractor shall be responsible for the proper care and maintenance of the sodded areas until the work under the entire Contract has been completed and accepted. Maintenance shall consist of repair and replacement of eroded areas, watering, fertilizing, liming, and replacing dead, diseased or damaged sod to attain a uniform, healthy, well rooted stand of grass. Sodded areas shall be watered and maintained until a thick stand of grass Is established over 90 percent of the site's limit of sodding. Neatly trim edges and hand clip where necessary. immediately remove clippings after •mowing and trimming. Water to prevent grass and soil from drying out. Roll surface to remove minor depressions or irregularities. VI - TIMBER PILES FOR DOCK CONSTRUCTION A. MATERIALS 1. Piles: Provide new Douglas Fir or Southern Pine fiction cleaned peeled piles conforming to ASTM D25. Piles with 8 inch tip and 10" buft dimensions shall be used. Furnish length and number of piles as Indicated on the drawings. Piles must be one piece. Splices will not be permitted. 2. Preservative Treatment: Treat all piles with preservative treatment conforming to AWPA C18. Preservative shall be. chromated copper arsenate (CCA) to a minimum retention of 2.5 pounds per cubic foot. B. PILE INSTALLATION: 1. Bearing Piles: Fixed timber pier piles shall be driven to the tip elevation shown on the drawings. 2. Protection of Piles: Take care to avoid damage to the piles during handling, placing the pile in the leads, and during the pile driving operations. Laterally support piles during driving, but do not unduly restrain from rotation in the leads. Where pile orientation is essential, take special care to maintain the orientation during driving. Square the top of the pile to the longitudinal axis of the pile. 3.. Treatment of Field Cuts: Field cuts and holes shall be treated in accordance with AWPA M-4. Pile cutoffs shall be treated three times after edge routing and cutoffs are completed. 4. Jetting or Preaugering of Timber Piles: Preaugering or jetting of timber piles will be allowed but shall be discontinued when the pile is at a depth of 4 feet above the required penetration. Use preaugering above mean low water. Last 4 feet of pile penetration shall be obtained by driving. 5. Tolerances in Piles: Piles shall be driven with a variation of not more than 2 percent from the vertical. Check axial alignment of pile and leaders at start of pile driving and when the pile top is approximately 5 feet above cutoff elevation. Make intermediate checks of pile alignment if there is evidence of pile drifting. If subsurface conditions cause pile drifting beyond the allowable axial alignment tolerance, notify the Engineer and perform corrective measures as directed. Place butts within 4 Inches of the location indicated. Manipulation of piles within specified tolerances Is permitted, but do not manipulate piles more than 1-1/2 percent of their exposed length above the ground surface'or mudline. Check all piles for heave. Piles found to be heaved shall be removed and redriven to the indicated tip elevation. 6. Splices: Splicing of piles is not permitted for timber piling. 7. Piles shall l'e driven or vibrated into place. Jetting of piles Is permftted with the last three feet of penetration achieved by driving. Jetting shall not be used If driving through play or immedlately adjacent to an existing structure without the written approval from the Engineer. 3. Installation shall be accomplished using a fixed driving guide. Guide shall fix top and bottom of sheetpile during installativrr. 4. Drive sheet piling to required depth and lag leading sheet to wale. Mandrel or helmet may be required if driving through hard soil strata. FASTENING: Washers of the size and type specified shall be used under all bait heads and nuts which would otherwise come In contact with wood. All bolts shall have sufficient additional threading to provide at_ least 3/8 inch per foot thlokness of timber for future tightening. 3. Nailing: Secure all riawly installed decking to each stringer. Provide 2 SS SCREWS at each stringer for 2 x 8 deck boards. 4. FIELD TREATMENT. a. Timber Work: Field treat all cuts in treated timbers or pies and all :abrasions in accordance with AWPA M4. Trim all cuts and abrasions before field treatment. Paint all depressions or openings including bolt holes, joints or daps, including recesses with preservative treatment solution. Exposed ends of timber piles shall be field treated three times rafter cutoff and milling is completed. b. Galvanized Surfaces: Zinc coating which has been damaged to the extent that base metal is exposed, shall be repaired and recoated. Thoroughly clean the damaged area by wire brushing and remove all traces of welding flux and loose or cracked zinc coating prior to painting. Paint cleaned surfaces With two coats of Zinc -oxide Zinc dust paint, ZRC cold galvanizing compounds or approved equal.
