In an area of environment concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management'
Issued to Paul Bonavita, authorizing development in the Estuarine Shoreline (AEC) at 147 Sea Isle Drive Noah, in Indian
Beach, NC, as requested in the permittee's application, dated 12/14/12. This permit, issued on 01/23/13, is subject to
compliance with the application and site drawing (where consistent with the permit), all applicable regulations and
special conditions and notes set forth below, Any violation of these terms may subject permiltee to a fine, imprisonment
or. civil action, or. may cause the permit to be null and void.
This permit authorizes: Construction of single-family dwelling
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on 01102/13.
(2) All construction must conform to the N.C. Building Code requirements and all other local, Slate and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site, Contact this office. at 252/393-3204 for a final Inspection at
completion of work.

This permit actin may be appealed by the permiltee or other qualified persons
within twenty (20) days of the issuing dale. From the date of an appeal, any
work oonducted under (his permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permll officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work musl cease when this permit expires on:

In issuing this permit it is agreed thal this project Is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party wilhoat the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 30% of the lot area within 75 feet of Normal High Water
(Estuarine Shoreline Area of Environmental Concern), in this case, 2,060 square feet is authorized.
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal High Water. No portion of the
roof overhang shall encroach into the 30 ft. buffer.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities, a barter line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(8) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction
completion.

Pursuant to NCGS 113A-119(b), Carteret County, a locality
authorized to issue CAMA permits in areas of environmental
concern, hereby gives notice that on January 2, 2013, Paul
Bonavita applied for a CAMA Minor Permit to construct a single-
family dwelling on his lot in the Estuarine Shoreline AEC located
at 147 Sea Isle North Drive, Indian Beach, NC.
The application may be inspected at the address below.
Public comments received by January 14, 2013, will be considered

Thank you very much for letting me know that you and 7oyce plan to pumbase
Lot 28 at Sea Isle Plantation. Sandra and I are delighted to know that the lot will finally
be cleaned up. We are also concerned about the effect that construction may have on our
water view.
When we purchased our lot, Walter Young assured us that construction on
adjoining lots would be situated to maximize the views for everyone. Before we began
construction, Wayne Yarbrough and Walter Young met with us at our lot to suggest and
approve house placement. At that time, they explained that they would do everything
within reason to situate construction on Lot 28 and 27 in a line .from the comer of the
deck of my house to the corner of the deck of the Brunk's (Lot 26). Enclosed is a hand
sketch that Walter drew at that time.
I understand that there are many factors that affect the placement of a house, The
size of the house, CAMA lines, natural wetlands, setbacks, etc, I also understand that
you have a significant investment in this lot and need to make decisions that will
maximize your return on this investment. As you work with your builder, Sandra and I
would appreciate any assistance you can give in protecting some of our view while
accomplishing your goals.
Since the Architectural Review Committee evaluates placement on lot and
compatibility with other homes, I am forwarding a copy of this letter to Chuck Smith. I
want the Committee to know of our concern and at the same time understand that we
realize the problems that Sea Isle has in placing large homes on small lots. We are
confident that you and the Committee will work out something that will be in everyone's
best interest and Sandra and I thank you for your consideration of this matter.
