in an area of environment concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management"
Issued to The Town of Beaufort, authorizing development in the Estuarine Shoreline (AEC) at the property adjacent to
2511 Front Street, in Beaufort, as requested in the permittee's application, dated 2/20/2009. This permit, issued on
3/23/2009, is subject to compliance with the application and site drawing (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: the relocation and reduction in length of Front Street and the relocation of an existing storm water pipe
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on 3/5/2009.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 252-808-2808 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any.
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work must cease when this permit expires on:
DECEMBER 31, 2012
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 30% of the lot area within 75 feet of Normal High Water
(Estuarine Shoreline Area of Environmental Concern.
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal High Water with the exception
of the existing storm water pipe relocation.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must
be installed between the land disturbing activity and. the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(8) Any proposed for grading within the 30' buffer from the Normal High Water must be contoured toTrevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in
a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction
completion.
(10) Prior to any development, silt fence shall be properly installed between all planned land disturbance and the
adjacent marsh and open water areas; the silt fence shall be properly maintained throughout the construction
period. Silt fence shall be installed such that it is properly toed -in to the soil.
(11) This permit does not authorize development within any wetlands or open water areas.
(12) Prior to any development, the permittee is required to contact the field rep.@ 252-808-2808 to mark the landward
edge of the 30 ft. buffer.

February, 2009. 1.
In addition, the existing 15 inch storm drain will be removed and relocated, see attached letter. The
proposed storm drain will be resized to 18 inches to meet NCDOT standards (enclosed) as shown on
Sheet 6. Should you need clarification on NCDOT standards call Reed Smith (252-514-4716) with
NCDOT.
This submission of the requested revisions should complete the permit application and allow for the
review process to continue.

DRAINAGE DATA ON PLAN SHEETS 5-17
Pipe symbols, pipe sizes, structure abbreviations and structure numbers shall be shown
on plan sheets (See 5-19 of this Chapter for information on structure numbers). Circular
symbols shall also be shown on profile to indicate bed elevation at centerline of each
cross -drainage pipe.
:The minimum size pipe for open ended cross -drainage is 18" jA minimum size pipe of
12 is required -where the inlet is protected with a drainage structure such as a catch basin or
drop inlet. The Hydraulics Unit will recommend the use of 12" pipe at locations where the
drainage requirements do not necessitate a 15" RCP pipe. Smaller drop inlet boxes and
catch basins should be utilized with the 12" pipe.

Hydraulic data related to pipe culverts, will be shown on the Roadway Profile Sheets.
This data is required to be shown for all cross -drainage structures at the inlet end.
Hydraulic data is not required to be shown for drainage structures that are draining the

March 9, 2009, The Town of Beaufort applied for a CAMA permit to redevelopment of Front Street by

The application may be inspected at the address below. Public comments received by March 26, 2009
will be considered. Later comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit decision in this matter

Dear Sir or Madam:
We originally accepted your application under the impression that it was complete. On subsequent review,
have discovered that additional information is needed to complete the review process. Accordingly, I am
requesting that you submit the following additional information to this office:
1. All coastal wetlands must be shown and labeled properly on the plats.
2. Must address whether the 15 inch existing storm drain will be removed and relocated. .
3. If the new storm drain is a replacement of the existing one shown then it must be resized to
meet the original size of 15 inches verses the new size of 18 inches in order to be consistent
with 15A NCAC 07H .0209 guidelines.
In accordance with the Department of Environment and Natural Resources regulations, we note that a
certain time has passed while the application has remained in our office. Upon resubmission of a complete
application, a local decision will be made in 22 days, provided this period is not extended as provided by
law.

We originally accepted your application under the impression that it was complete. On subsequent review, I
have discovered that additional information is needed to complete the review process. Accordingly, I am
requesting that you submit the following additional information to this office:
1. All coastal wetlands must be shown and labeled properly on the plats.
2. Must address whether the 15 inch existing storm drain will be removed and relocated.
3. If the new storm drain is a replacement of the existing one shown then it must be resized to
meet the original size of 15 inches verses the new size of 18 inches.
In accordance with the Department of Environment and Natural Resources regulations, we note that a
certain time has passed while the application has remained in our office. Upon resubmission of a complete
application, a local decision will be made in 22 days, provided this period is not extended as provided by U�J
law.

1. THE CONSTRUCTION DOCUMENTS FOR THIS PROJECT CONSISTS OF DRAWINGS, SHEET 01 THROUGH 07,
SPECIFICATIONS, TITLED SPECIFICATIONS MANUAL, FRONT STREET RELOCATION, BEAUFORT, NORTH CAROLINA,
DATED JANUARY 15, 2009, AND NORTH CAROLINA DEPARTMENT OF TRANSPORTATION, STANDARD
SPECIFICATIONS FOR ROADS AND STRUCTURES, JANUARY 2002 EDITION, INCORPORATED INTO THESE
CONTRUCTION DOCUMENTS BY REFERENCE..
EROSION CONTROL NOTES:
1. CONTACT THE NCDENR, LAND QUALITY SECTION (910-796-7215) ONE WEEK PRIOR TO LAND DISTURBING ACTIVITY,
AND ONE WEEK PRIOR TO FINAL INSPECTION.
2. A COPY OF THE APPROVED SEDIMENT AND EROSION CONTROL PLAN SHALL BE MAINTAINED AT THE SITE.
3. PRIOR TO COMMENCING LAND DISTURBING ACTIVITIES IN AREAS OTHER THAN THOSE INDICATED ON THE PLANS,
BUT NOT LIMITED TO OFFSITE BORROW AND DISPOSAL AREAS, CONTRACTOR SHALL SUBMIT A SUPPLEMENTARY
EROSION CONTROL PLAN TO THE ENGINEER FOR REVIEW AND APPROVAL BY THE LAND QUALITY SECTION.
4. EROSION AND SEDIMENT CONTROL MEASURES SHALL BE INSPECTED FOR DAMAGE AND EFFECTIVE OPERATIONS
FOLLOWING EVERY RAINFALL EVENT OR LEAST ONCE PER WEEK. REPAIRS SHALL BE COMPLETED IMMEDIATELY
TO DIMENSION AND FUNCTIONS INDICATED ON THE PLANS.
5. CONTRACTOR RESPONSIBLE FOR INSTALLATION OF ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES
NECESSARY TO MAINTAIN EROSION AND CONTROL AS DETERMINED BY THE OWNER, ENGINEER OR REGULATORY
PERSONNEL
6. ALL DISTURBED AREAS TO DRAIN TO APPROVED SEDIMENT CONTROL MEASURES AT ALL TIMES DURING LAND
DISTURBING ACTIVITIES AND UNTIL PERMANENT STABILIZATION IS ESTABLISHED.
7. DURING DEWATERING ACTIVITIES, WATER SHALL BE PUMPED INTO AN APPROVED FILTERING DEVICE OR
DIRECTED TO EXISTING EROSION CONTROL MEASURE.
8. 3EDIMENT SHALL BE REMOVED FROM BEHIND SILT FENCING WHEN IT BECOMES 0.5 FEET DEEP AT THE FENCE.
FENCE SHALL BE REPAIRED OR REPLACED AS NECESSARY TO MAINTAIN THE INTEGRITY OF THE SILT BARRIER.
9. A GROUNDCOVER (TEMPORARY OR PERMANENT) SHALL BE PROVIDED ON EXPOSED SLOPES WITHIN 21 DAYS OF
ANY PHASE OF GRADING AND WITHIN 15 DAYS FOLLOWING COMPLETION OF UPLAND CONSTRUCTION.
DISTURBED AREAS SHALL BE FERTILIZED, SEEDED AND MULCHED AS NECESSARY TO ESTABLISH AND MAINTAIN
A DENSE VEGETATION COVER.
EROSION CONTROL MEASURES MAINTENANCE PLAN
1. ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED FOR STABILITY AND EFFECTIVE
OPERATIONS FOLLOWING EVERY RUNOFF PRODUCING RAINFALL EVENT OR AT LEAST ONCE PER WEEK.
REPAIRS REQUIRED SHALL BE COMPLETED IMMEDIATELY TO THE DIMENSION AND FUNCTIONS INDICATED ON
THE PLANS.
3. SEDIMENT SHALL BE REMOVED FROM BEHIND THE SEDIMENT FENCING WHEN IT BECOMES 0.5 FEET DEEP AT
THE FENCE. THE FENCE SHALL BE REPLACED OR REPAIRED AS NECESSARY TO MAINTAIN A BARRIER.
4. ALL SEEDED AREAS SHALL BE FERTILIZED, RESEEDED AS NECESSARY, AND MULCHED ACCORDING TO THE
