Cullipher: Thank you for your December 13, 2006, submittal of the revised site plans and building elevations for the above referenced project, which is located in the National Registex-listed Beaufort Historic District. The revisions reflected in these drawings address our concerns regarding building placement, site plan, and architectural design elements, outlined in our October 11, 2006 letter and in e-mail. correspondence, meetings, and telephone conference calls between you, Renee Gledhill -Earley, and John Wood. The revisions to the design have resulted in an overall project that is more in keeping with the historic character of Beaufort; as such we feel that the proposed project will have no adverse effect on the Beaufort Historic District. I would also like to take this opportunity to thank you for coming to our Greenville office on several occasions to meet with us to discuss project design. We seldom have the benefit of meeting face-to-face with members of a project design team. By copy of this letter we are notifying the Division of Coastal _Management, the Army Corps of Engineers that the revised plans meet the permit condition that stipulates our review and approval of the landscaping, parking, and building plans. The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the Advisory Council on Historic Preservation's Regulations for Compliance with Section 106 codified at 36 CFR Part 800. The proposed project is located wifto the National Register -listed Beau fort Historic Disttiea We have reviewed the plans and are of the opinion that proposed project will have -m adverse effete on the district A more detailed explimdon of our concerns follows. But) ing Plaeemtnt/Site Plan: The site plan shows a block of eight connected buildings placed at +t skewed angle to both Turner and Pine Stteets. The historic pattern of development in Beaufort consisted of x grid pattern of streets and driveways, with buildings laid out at right anglaA to these streets and dti7miys. ro be in keeping with the historic pattern of building placenaeslt in $caufort, any proposed budding should be J 312ced at a right angle to T=cr and Pine Streets. Historically, this area consisted of small, sinee.fatnily resideathl Structures chat face the sum ts. The scale of the proposed building is not in keeping with the bistoric built environment. To be more in ke eping with the charactes of the buildings in this pats of the District we recommend that the building be brat rn into several smallet units. Also attending the meeting in at our Eastern Office in the Humber House, were John Wood, Restoration Specialist, and a representative of the developer. The purpose of the meeting was to provide you comments on the revised site plan and suggestions for changes to the design of the units to make them more compatible with the surrounding historic district. We were pleased to see that you have been able to divide the units into two buildings and orient them towards Turner Street. This change helps to somewhat reduce the size and massing of the buildings and allows them to conform to the grid pattern that is represented within the historic district. We asked and you agreed to delete at least two parking spaces. One was the southernmost space associated with the triplex. This is to visually open more space between the two buildings. The other was one associated with the quadraplex. You also provided a copy of the proposed landscaping plan, which we will offer comments on at a later date. Our initial concerns are with the lack of plant materials and the design and materials of the picket fence. While we continue to feel that the buildings' size and massing are out of scale with the surrounding development and that a higher roof pitch would be more appropriate, we did provide input that you are prepared to consider in developing more detailed plans for the both buildings. These are: • Flipping the floor plans on Unit 3A • Looking at the bathroom design to allow a standard size window • Deleting the third level balcony across the front of Unit 3 • Better defining materials, with consideration being given to brick at the foundation and shingles in gable ends • Introducing details to provide contrast/light and shadow to break up the verticality of the design Location Malling Address Telephone/For ADDIINISTRATION 507 N.
