This permit, issued on 6/17/05 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and vold.
This is a permit authorizing the construction of a single family dwelling located 30' landward of the normal, high
water mark located at 310 N. Kinston Ave. Any other development will require additional permits or a
modification of this permit. The following conditions shall apply:
All proposed development and associated construction must be done in accordance with the permitted workplat drawing
as submitted, stamped and received on June 16, 2005. This permit does not authorize any decking within the 30' buffer
The applicant has effectively demonstrated, through engineered, innovative construction design, that the amount of
impervious surface areas may be exceeded in a way that runoff water will be managed to a similar degree as limiting the
coverage to 30%. This design allows for 36.2% of impervious surface area within the AEC of this project site. The
submitted design was done by Ronald Cullipher of Stroud Engineering, P.A., submitted on June 16, 2005, and is dated
June 14, 2005. The innovative stormwater system authorized with this permit must be maintained for the life of the
structure addressed.
All construction must conform to the N.C. Building Code requirements and all other Local, State and Federal reg
Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
In order to prevent sedimentation, a vegetated buffer zone must be maintained between all disturbed areas and the
adjacent water body or marsh. Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay
bales or burlap must be installed between the land -disturbing activity and the adjacent marsh or water areas, until such
time as the area has been properly stabilized with a vegetated cover.
Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise disposed
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit most cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.

We originally accepted your application under the impression it was full and complete on May
25, 2005. On subsequent review, we have discovered that it lacks certain necessary
information. Accordingly, we request you to provide us with a site drawing showing the correct
lot that is to be developed and an engineered stormwater design if applicable.
In accordance with the Department of Environment and Natural Resources regulations, we note
that a certain time has passed while the application has remained in our office. Accordingly,
upon resubmission of a complete application, a local decision will be made in 4 (four) days,
provided this period is not extended as provided by law.

Dear Sir or Madam:
The N.C. Division of Coastal Management hereby acknowledges receipt of your application for
State approval for minor development of your property located at 400 N. Kinston Ave. in Atlantic
Beach in Carteret County. It was received complete on May 25, 2005 and appears to be
adequate for processing at this time. The deadline for making a permit decision is June 19, 2005.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the
proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be
posted at the property of your proposed development. You should post this notice at a
conspicuous point along your property where it can be observed from a public road. Some
examples would be: Nailing the notice card to a telephone pole or tree along the road right-of-
way fronting your property; or at a point along the road right-of-way where a private road would
lead one into your property. Failure to post this notice could result in an incomplete application.
An onsite inspection will be made, and if additional information is required, you will be notified.

Pursuant to NCGS 113A-119(b), the Town of Atlantic Beach, a locality authorized to issue
CAMA Permits in areas of environmental concern, hereby gives notice that on May 25, 2005
SRR Investments Inc. applied for a CAMA Permit to construct a single family dwelling
located at 400 N. Kinston Ave. in Atlantic Beach, NC. The application may be inspected at
the address below. Public comments received by June 6, 2005 will be considered. Later
comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit
decision in this matter will be provided upon written request.
