This permit, Issued on November 21, 20031s subject to compliance with the application and site drawing (whore consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
To construct a single family dwelling, a shed, install a septic and clear
trees and underbrush at 2336 Cedar Island Road, Cedar Island, North Carolina,
within 575' of Cedar Island Bay, in the ORW area of environmental concern.
The amount of impervious surface area shall not emceed 25% of the lot
area within the 575' area of environmental concern (ORW).
A 50' buffer zone must be provided from the mean high water line/marsh
water line to comply with the Neuse River Rules.
All proposed development and associated construction must be done in
accordance with the permitted workplat drawing as originally submitted on
October 27, 2003.
All construction must conform to the North Carolina Building Code Requirements
and all other local, state and federal regulations.
Any change or changes in the plans for development, construction or land
use activities will require a re-evaluation and modification of this permit.
Pursuant to 15 N.C.A.C., Subchapter 7J.0406 (B), this permit may not be
assigned, transferred, sold or otherwise disposed of to a third party.
This permit action may be appealed by the permittes or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is Inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December
31, 2006
In issuing this permit it is agreed that this project Is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Olvislon of Coastal Management.

We have received the information submitted to this office in your Inquiry concerning the necessity of
filing an application for a minor development permit under the Coastal Area Management Act. The
activity you propose is exempt from needing a minor development permit providing it complies with
the conditions specified below, if your plans should change and your project will no longer meet
these conditions, please contact me before proceeding.
DESCRIPTION OF ACTIVITY AND CONDITIONS:

Conditions: Any change in this proposal shall be reevaluated by the CAMA Officer. A building
permit is required. Constructlmust be performed in accordance with the permitted work plat
originally submitted 4. 6 -0 7 . All construction must conform to the North Carolina Building
Code requirements and all o er oca , State, and Federal regulations.
IN ADDITION, THE CONDITIONS CIRCLED BELOW APPLY:
9. The amount of impervious surface areas shall not exceed 30% of the lot area within the 75'
Area of Environmental Concern (AEC); in this case, square foot.
('2,J The amount of built -upon area shall be limited to no more than 25% of the Outstanding
Resource Water (ORM area of land to be developed; in this case,
square feet.

3. In order to prevent sedimentation, a vegetated buffer zone must be maintained between all
disturbed areas and the adjacent water body or marsh. In this case, a foot
wide buffer has been accepted.
4. Prior to initiating any land -disturbing activities, a barrier line of filter cloth, staked hay bales,
or burlap must be installed between the land -disturbing activity and the adjacent marsh or
water areas, until such time as the area has been properly stabilized with a vegetated
cover.
5. The applicant has effectively demonstrated, through Innovative construction design, that
the amount of impervious surface areas may be exceeded in a way that runoff water will be
managed and the AEC protected so as to all percentage of impervious
surface areas within the AEC.
('6J Pursuant to 15 NCAC, subchapter 7J.0406(b), this permit may not be assigned,
transferred, sold, or otherwise disposed of to a third party.
7. Stormwater collection systems are prohibited.
8 A 30 foot buffer zone must be provided from the mean high water line (normal water line).
This certification of exemption from requiring a CAMA permit is valid for ninety (90) days from the
date of issuance. Following expiration, a review of the project and project site may be necessary to
renew this certification.
