This permit, issued on IoZ is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
Beach Bulldozing T15A:07H .1805 Specific Conditions:
(a) The area in which this activity is being performed must maintain a slope of adequate grade so as to not endanger
the public or the public's use of the beach and should follow the pre -emergency slopes as closely as possible. The movement of
material by a bull -dozer, front-end loader, backhoe, scraper or any type of earth moving or construction equipment shall not
exceed 1 foot in depth measured from the pre -activity surface elevation.
(b) The activity must not exceed the lateral bounds of the applicant's property unless he has the written permission of
the adjoining landowner(s).
(c) Movement of material from seaward of the mean high water line is not authorized
(d) The activity must not significantly increase erosion on neighboring properties and must not have a significant
adverse effect on important natural or cultural resources.
(e) Adding to dunes shall be accomplished in such a manner that the damage to existing vegetation is minimized. The
fill areas will be immediately replanted or temporarily stabilized until planting can be successfully completed
(f) In order to minimise adverse impacts to nesting sea turtles, no work shall occur within the period of May 1 through
November 15 of any year.
(g) If one contiguous acre or more of oceanfront property is to be excavated or filled, an erosion and sedimentation
control plan must be filed with the Division of Land Resources, Land Quality Section, or appropriate local government having
jurisdiction. This plan must be approved prior to commencing the land disturbing activity.

EACHAND EVERYTEME THE PROPERTY IS BULLDOZED ONLY DURING THE PERIOD OF
NOVEMBER 15 THROUGH APRIL 30 FOR THE DURATION OF THIS PERNIIT
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit m.st cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.
All work must cease when this permit expires on December

In issuing this permit it is agreed that this project is consistent
with the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without
the written approval of the Division of Coastal Management.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may
be susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the
particular hazard problems associated with this lot. This explanation was accompanied by recommendations
concerning stabilization and floodproofing techniques.

I furthermore certify that I am authorized to grant and do in fact grant permission to the local permit officer
and his agents to enter on the aforementioned lands in connection with evaluating information related to this

This application includes: general information (this form), a site drawing as described on the back of this ap-
plication, the ownership statement, the AEC hazard notice where necessary, a check for $50.00 made payable to
the locality, and any information as may be provided orally by the applicant. The details of the application as
described by these sources are incorporated without reference in any permit which may be issued. Deviation
from these details will constitute a violation of any permit. Any person developing in an AEC without a per-
mit is subject to civil, criminal and administrative action.

Area Management Minor Permit. This permit will be valid for the remainder
of this calendar year, plus 3 years. All regulations required by Coastal Area
Management Agency to not grade beyond the lateral bounds of the property,
not more than one foot in depth nor beyond the high water mark for each
bulldozing project.

CAMA Permit Notice
Pursuant to NCGS 113A 119(b), Emerald Isle, a locality authorized to issue
permits in Areas of Environmental Concern, hereby gives NOTICE that on March
29, 1999, Dewitt E. Murray, applied for Coastal Area Management Agency
Minor Permit to beach bulldoze at 9311 Ocean Drive, Block 44, Lot 13, not to
exceed F in depth nor to extend beyond the high water mark.
The application may be inspected at the address below. Public comments
received by April 12, 1999 will be considered. Later comments will be accepted
and considered up to the time of permit decision. Project modifications may occur
based on further review and comments. Notice of the permit decision in this
matter will be issued upon written request.
