If your project I in the Ocean Hazard AEC:
1)'Ihe parottee is required to contact Local Permit Office shortly before he plans to begin construction to arrange a setback measurement which will be effective for sixty
(60) days barring a major shoreline change. Construction must begin within sixty (60) days ofthe determination or the measurement is void and must be redone.
2) Any structure within the Ocean Hazard AEC shall be relocated or dismantled when it becomes imminently threatened by changes in shoreline configuration. The
structure(s) shall be relocated or dismantled within two years ofthe time when it becomes imminently threatened, and in any case upon its collapse or subsidence. However,
if natural shoreline recovery or beach Renourishment takes place within two years ofthe time the structure becomes imminently threatened so that the structure is no longer
imminently threatened, then it need not be relocated or dismantled at that time. This condition shall not affect the permit holder's right to sock authorization oftemporary
protective measures allowed under the Coastal Resources Commission Rules.
3) In order to avoid unreasonable danger to life and property, all development shall be designed and placed so as to minimize damage due to fluctuations in ground elevatio
and wave action in a 100 year storm. Cantilevered decks and walkways shall meet this standard or shall be designed to break -away without structural damage to the main
structure. Any building constructed within the ocean hazard area shall comply with the North Carolina Building Code including the Coastal and Flood Plain Construction
Standards, Chapter 34, Volume I or Section 39, Volume 1-B and the local flood damage prevention ordinance as required by the National Flood Insurance Program. If any
provisions ofthe building code or a flood damage prevention ordinance is inconsistent with any ofthe AEC standards, the more restrictive provision shall control.
4) The structure must be set back40 feet from the first line of stable, natural vegetation.
5) The structure must be located entirely offthe fiontal dune, and, if a primary dune is present, behind the crest ofthe primary dune.
6) The structure must be elevated on pilings with a diameter of at least eight (8) inches and the first floor level ofthe sills and joists must meet the minimal 100 year flood
as required by FIRM Community Panel 370047-0001 D.
7) All pilings shall have a tip penetration of at least five (5) feet below mean sea level, or sixteen (16) feet below average original grade, whichever is least; if located on a
primary dune, the tip penetration must be at least five (5) feet below mean sea level
8) No impermeable surfaces shall be allowed over any fimctional part ofthe septic tank system
9) Dune disturbances will be allowed only to the extent necessary for development, and ifthe dune's protective value is not weakened or reduced. Disturbed areas will be
immediately stabilized.
10) This permit may be renewed for one year, ifreouested before the expiration date
11) Sand used to strengthen dunes must be brought in from an outside source and must be ofthe same nature as the sand in
the area in which it is to be placed NO SAND IS TO BE REMOVED FROM THE LOT
12) Sand held in storage in any dune other than frontal or primary dunes may be moved laterally in order to strengthen existing primary or frontal dunes ifthe work
would enhance the protection to the proposed development activity and the sand is immediately stabilized
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
From the date of an appeal, any work conducted under this per-
mit must cease until the appeal is resolved.
This permit must be on the project site and accessible to the
permit officer when the project is inspected for compliance.
Any maintenance work or project modifications not covered
under this permit requires further written permit approval.

with the local Land Use Plan and all applicable ordinances.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may
be susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the
particular hazard problems associated with this lot. This explanation was accompanied by recommendations
concerning stabilization and floodproofing techniques.
PERMISSION TO ENTER ON LAND

permit application.
This application includes: general information (this form), a site drawing as described on the back of this ap-

CAMA Permit Notice
Pursuant to NCGS 113A-119(b), Emerald Isle, a locality authorized to issue
permits in Areas of Environmental Concern, hereby gives NOTICE that on
August 21, 1998, Nassau Corp. filed application to erect a single family dwelling
at 9715 Dolphin Ridge Rd. at Block 46, Lot 71 to include decking, access to
Ocean, driveway, septic area and dune seating area.
The application may be inspected at the address below. Public comments
received by September 04, 1998 will be considered. Later comments will be
accepted and considered up to the time of permit decision. Project modifications
may occur based on further review and comments. Notice of the permit decision
