Holycross, Town Manager LD'EC 1 19 SUBJECT: Coastal Area Management Act Permit Application ..................... � rasa» DATE: December 20, 1994 As you may know, the Town of Atlantic Beach is making an extensive effort to revitalize the "Circle" area of our community. As part of that effort, the Town Board has approved a plan for Phase I improvements at the Circle that will include the reconstruction of Atlantic Boulevard, the reconstruction of the pedestrian walkways leading to the boardwalk, significant improvements to the boardwalk, the installation of underground utilities, and the demolition of the old, boarded -up Pavilion building. The improvements will also include new pedestrian walks, landscaping, decorative street lighting, signage, and street furniture. Contracts for the street and utility construction should be awarded in January and the construction should be substantially completed by Memorial Day. So that we may proceed with the Phase I improvements, the Town has made application to the Division of Coastal Management for a minor CAMA permit to modify the Pavilion building and property. The permit application requests authorization to demolish the Pavilion building, to place fill dirt as necessary to raise the property to base flood elevation, to install a retaining wall along the pedestrian walkways (alleys), to install a subsurface irrigation system, and to grade and landscape the site.
