I am encl.osi the necessary -drawings and permission letters from
adjoining property owners for the two projects we plan at 553
Neptune Drive, Cape Carteret. We would like to obtain approval
on the projects prior to closing on the property,_planned for
next Tuesday.
I understand at you can't approve the dredging project until we
choose a cont actor and determine the disposition of spoil. At
this time we re considering two alternatives and are awaiting
bids. I wool like to know if there are any factors that would
prevent issui the dredging permit, assuming that we can fulfill
the spoil disposition requirements.
To get to 553 Neptune, turn south from #24 to Yaupon, just before
the Presbyterian Church in Cape Carteret. continue past the
first Neptune crossing and go to the and of Yaupon; then turn
left on Neptu e. 553 is the last house on the right, gray vinyl
siding, one s ory.

1. All proposed development and associated construction must be done in accordance with the
permitted workplat drawing(s) as originally submitted, or as revised on August 9, 1994.
2. All construction must conform to the North Carolina Building Code requirements and all other
Local, State and Federal regulations.
3. Any change or changes in the plans for development, construction, or land use activities will
require a re-evaluation and modification of this permit.
4. The amount of built -upon area shall be limited to no more than 25 % of the AEC area of the land
to be developed; in this case, 31,150 sq. ft. @ 22.2 %;
5. Stormwater collection systems are prohibited.
6. A 30' buffer zone must be provided from the mean high water line.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing date.

Notice is hereby given that William J. Brogdon has applied to the Department of
Environment, Health and Natural Resources for a Minor Development permit. The applicant
is requesting to make additions to the house located at 553 Neptune Drive, in Cape Carteret,
Carteret County.
Persons desiring to inspect the application, or to comment thereon, are directed to contact
Jim Mercer, Division of Coastal Management, in the Marine Fisheries Building, Morehead City,
NC, Telephone (919) 726-7021, no later than August 23, 1994. Comments received prior to
that date will be considered in malting the permit decision. Later comments will be accepted
and considered up to the time of permit decision. Project modifications may occur based on
further review and comments. Notice of the permit decision in this matter will be provided upon
written request.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may
be susceptible to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the
particular hazard problems associated with this lot. This explanation was accompanied by recommendations
concerning stabilization and floodproofing techniques.

RE: CAMA Minor Permit No. 23-94 (DEHNR)
Dear Mr. Brogdon:
This is in reference to your letter dated June 3, 1996, concerning
your plans to reduce the size of the permitted swimming pool and to
turn its location by 90 degrees. An 8' x 10' concrete patio is
also proposed. The amount of built upon surfaces will remain the
same with this modification but the amount of built upon surfaces
in the total project is reduced by ± 96 ft.2
Please be advised that CAMA Permit No. 23-94 is hereby refined to
allow form this modification as described in your letter and
accompanying plat. If you have any questions concerning this

Dear Mr. Jones:
This refers to CAMA Minor Development Permit 23-94. We have
completed the added room, the deck, and the new garage/office
authorized under this permit. Now we are building the last item,
the swimming pool.
As I mentioned when we talked today, we plan to change the size
of the pool including its concrete apron from 24 x 40 to 20 x 44
feet, for an area reduction of 80 square feet. We also turned it
90 degrees, which Mr. Mercer said would be fine. We plan to
"use" the 80 sf of previously approved hard surface coverage as a
small 8 x 10 patio near the east side of our lot, as shown in the
enclosed sketch.
Also, we put the western side of the new garage 16 feet from the
western property line rather than 11 feet. It is closer to the
previously existing driveway, so about 4 x 24 or 96 square feet
of surface that was approved to be developed under the permit has
been left in grass. There will be approximately 6807 sf of
covered area (21.8%) instead of 6903 sf (22.2%) as approved.
I trust that this will be satisfactory.
